Overview
In line with the measures announced by the Government to further enhance safe distancing measures and ensure minimal contact among the public, there will be no in-person registration at schools for the 2020 P1 registration.
If you are registering your younger child under Phase 1, you have to email the completed application form and relevant documents to the school. The primary school where the older sibling is currently studying will continue to provide you with details on how to register your younger child under Phase 1.
If you are registering your child in other phases, you will need to register online through:
- An online form for phases 2A(1), 2A(2) and 2B.
- The Primary One Internet System (P1-IS) for phases 2C or 2C Supplementary.
We will inform you of the result at the end of the registration phase through SMS. If you do not receive the SMS by noon on the results announcement day for the phase, you can contact the school in the afternoon.
After the P1 Registration Exercise, the school will inform you of the reporting day details and you may be required to bring along your original documents to the school for verification.
If you are a Singaporean living overseas, we will inform you of the results through either:
- Email, if you had registered through email to our Pupil Placement Services Branch.
- SMS, if you had provided a valid Singapore mobile number at registration.
If your child is an international student, your P1 registration follows a different process. Find out how.
Note:
- We encourage all parents registering their child for the P1 registration to discuss well ahead and decide on their primary school of choice before submitting the online registration. This is to avoid the need to make any withdrawals or amendments which may lead to delays or missing a registration phase and as a result not getting the school of your choice for your child.
- You can only register your child in one school at any phase. Multiple applications will not be accepted. If you have submitted your online application and wish to make an amendment during the same phase, you may submit a new application form within the same phase. In these situations, MOE will take your latest online application submitted during the stipulated registration period of the same registration phase.
- You may be requested to upload copies of your original documents during registration for phases 1, 2A(1), 2A(2) and 2B. Schools may also contact you directly to request for additional supporting documents.

Phase 1
How to register
You can email the completed application form and relevant documents to the school. The primary school where the older sibling is currently studying will continue to provide you with details on how to register your younger child under Phase 1.

Documents required
You will need to attach copies of the following documents in your email to the school:
- Completed application form.
- Child’s birth certificate.
- Child’s Singapore Citizenship Certificate, if not a Singapore Citizen at the time of birth.
- Child’s entry or re-entry permit if they are Singapore Permanent Residents (PR).
- Child’s immunisation records.
- Singapore NRICs of both parents.
- Entry permit or re-entry permits of both parents if you are PRs.
Phase 2A(1)
How to register
You will need to complete an online application form to register your child.
Before you register online, you will need to have valid SingPass with 2-Factor Authentication (SingPass 2FA). Find out how to register for a SingPass 2FA if you don't have one.
The results will be sent to you through SMS.

After the P1 Registration Exercise, you will also be required to produce your child's immunisation records during your child's reporting day to the school.
Additional documents required for Phase 2A(1)
Important note: The additional documents in this section are only to be submitted upon request by the school you have registered at. If you are registering using alumni association priority, you may need to email the following documents as proof of either you or your spouse's alumni association status to the school you are registering at in order to support your registration for Phase 2A(1) eligibility:
- A scanned copy of relevant pages of the school report book that clearly shows your spouse's or your name and the primary school, or the Primary School Leaving Examination (PSLE) certificate.
- Letter from the alumni association certifying the status and date joined as an alumni member (the join date should not be later than 30 June 2019).
If you are a member of the School Advisory or Management Committee, the school which you are registered for may also request you to submit relevant documents certifying that either you or your spouse is a member.
Note:
- You may purchase a Statement of Results if you have misplaced your report book and PSLE certificate.
- You can only register your child in one school at any phase. Multiple applications will not be accepted. If you have submitted your online application and wish to make an amendment during the same phase, you may submit a new application form within the same phase. In these situations, MOE will take your latest online application submitted during the stipulated registration period of the same registration phase.
Phase 2A(2)
How to register
You will need to complete an online application form to register your child. The form and user guides will be made available during the registration period.
Before you register online, you will need to have valid SingPass with 2-Factor Authentication (SingPass 2FA). Find out how to register for a SingPass 2FA if you don't have one.
The results will be sent to you through SMS.

Additional documents required for Phase 2A(2)
Important note: The additional documents in this section are only to be submitted upon request by the school you have registered at. If you are registering using alumni priority, you may need to email the following documents to the school as proof that you, your spouse, or your older child had studied in the same primary school in order to support your registration for Phase 2A(2) eligibility:
- A scanned copy of relevant pages of the school report book that clearly shows the name of you, your spouse or your older child and the primary school, or the Primary School Leaving Examination (PSLE) certificate.
- Birth certificate of older child as proof of relationship (if applicable).
If your child is currently in the MOE Kindergarten under the purview of and located within the school, or if you are an existing staff member of the school, the school will verify your child’s eligibility with the school's records during registration.
Note:
- You may purchase a Statement of Results if you have misplaced your report book and PSLE certificate.
- You can only register your child in one school at any phase. Multiple applications will not be accepted. How to register
You will need to complete an online application form to register your child.

After the P1 Registration Exercise, you will also be required to produce your child's immunisation records during your child's reporting day to the school.
Additional documents required for Phase 2B
The additional documents in this section are only to be submitted upon request by the school you have registered at. The school which you are registered for may request for you to submit relevant documents certifying one of the following statuses of you or your spouse:
- A letter of endorsement by the church or clan directly connected to the school.
- A letter of eligibility by the People's Association for being an endorsed active community leader.
If you are an endorsed active community leader, you will need to clarify with your constituency office on:
- Whether your child is eligible for this registration phase.
- How to apply for the eligibility letter.
- The list of schools you will be allowed to apply for.
If you or your spouse are current parent volunteers at the school, the school will verify your child's eligibility with their records during registration. To qualify for this phase, you must have started before 1 July 2019 and completed 40 hours of service by 30 June 2020.
Note:
- You can only register your child in one school at any phase. Multiple applications will not be accepted. If you have submitted your online application and wish to make an amendment during the same phase, you may submit a new application form within the same phase. In these situations, MOE will take your latest online application submitted during the stipulated registration period of the same registration phase.
Phase 2C
How to register
You should register online using the Primary One Internet System (P1-IS).
You can register using the P1-IS if:
- Your child’s birth is registered in Singapore and the child holds a Singapore Birth Certificate.
- You and your spouse are Singapore Citizens or Singapore Permanent Residents at the time of your child’s birth.
Before you register online, both you and your spouse will need to have valid SingPass with 2-Factor Authentication. Find out how to register for SingPass if you don't have one.
Note: As a single parent, you can register online as long as one of these conditions are met:
- Only your name is on your child’s birth certificate.
- Your spouse has passed away.
P1-IS registration steps
- Log in to the P1-IS using your SingPass and follow the instructions. The address in the P1-IS is the official address on both parents' NRICs as at 31 May 2020. If the address reflected in the P1-IS is different from your NRIC, please use the online application form.
- Complete and submit your registration details (for single parents, your registration is complete after this step and you may print or save the acknowledgement page).
- Your spouse will need to verify the information submitted by you through their own SingPass login.
- Print or save the acknowledgement page.
The result will be sent to you through SMS.

Phase 2C Supplementary
How to register

- Your child’s birth is registered in Singapore and the child holds a Singapore Birth Certificate.
- You and your spouse are Singapore Citizens or Singapore Permanent Residents at the time of your child’s birth.

If there is balloting at your school of choice in Phase 2C Supplementary and your child is unsuccessful, they will be posted to a school with available vacancy. You will be informed of the outcome on the results announcement day through SMS.

Optional supporting documents
You may also need to prepare the following documents if required.
If you are living overseas
You may register directly by emailing our Pupil Placement Services Branch at moe_pps@moe.gov.sg at least 1 week before the registration phase begins.
We will inform you of your registration results at the end of the phase through:
- Email.
- SMS (if a valid Singapore mobile number was provided).
What you need to include in your email:
- Completed P1 Registration Exercise application form for the phase you intend to register your child at:
- Digital copy of all required documents for this phase.
- Proof of your overseas posting in writing, for example, an overseas employment letter.
- Your overseas address, contact number and email address.
Note:
- Your email must not exceed 20MB. If it exceeds the limit, you can send the documents in separate emails.
Declaration of alternative child-care arrangements
You will need to make a declaration of alternative child-care arrangements if your child is under the care of your parent or sibling and you are using their address to register for a school that is within 2km.

Documents for using the address of a new property
You will need to provide one of these documents to the school via email:
- A copy of the original Sales and Purchase agreement for the private property.
- A print out of the ‘New Flat’ page from My HDBPage, if applicable.
Note: The vacant or delivery possession date of the property must be within 2 years of your child’s entry into P1. You must also move into the new property within the same time.
Documents for using the address of a resale property
You will need to provide one of these documents to the school via email:
- An exercised Option-To-Purchase and buyer's stamp duty certificate for private resale property.
- A printout of Resale Flat Status from HDB Resale Portal, if applicable.
Note: You must move into the registered resale property by 2 January of your child's P1 admission year.
Documents for withdrawal from school
If you have secured a P1 place for your child in a previous registration phase, you will need to withdraw your place from the school before registering in another school. You will need to send an email to the school your child has been admitted to, using the same email address provided in the application form to the school for withdrawal.
Unless you have withdrawn your place, MOE will not process any further online applications made for your child and your child will remain in the school that your child had earlier secured a place at. You are to ensure that the child has been successfully withdrawn before submitting another online application.
We encourage all parents registering their child for the P1 registration to discuss well ahead and decide on their primary school of choice before submitting the online registration. This is to avoid the need to make any withdrawals or amendments which may lead to delays or missing a registration phase and as a result not getting the school of your choice for your child.
Documents for divorced or separated parents
Joint custody
You will both need to agree on the choice of school for your child. Only one of you is required to register your child online.
You will need to:
- Upload a copy of the original page of the Court Order that states the custody arrangement of your child. Ensure that the child's name, parents' names and the custody granted are clearly visible in the attachment. The file size should not exceed 1MB. You may refer to this example (note: strictly for illustrative purposes only).
- Email the letter of consent signed by the other parent to the preferred school.
- Sign a letter of undertaking (LOU) to resolve disputes, if any. The LOU will be administered by schools after the end of the P1 Registration.
Note:
- If you are not able to reach a common agreement on the choice of school to enrol your child, you should approach the Family Justice Courts or the Syariah Court well ahead of your child's P1 registration to apply for a Court Order.
- If you have previously (a) started divorce proceedings in the Syariah Courts, (b) obtained a decree or order for divorce from the Syariah Courts, or (c) registered your divorce with the Syariah Courts, and now wish to obtain an order from the Family Justice Courts relating to the choice of your child's school, please consider whether you will need the prior leave of the Syariah Courts to do so and give yourself additional time to complete that process.
- We will process the child’s registration based on the choices made by the parent authorised in the Court Order.
- In view of the educational interest and welfare of the child, we would urge parents to discuss and come to an agreement regarding your child's schooling arrangement. If not, the child's non-P1 registration may subject you to be liable for the non-compliance of the Compulsory Education Act.
- If there is a dispute about your child's enrolment that cannot be resolved, we may place your child in another school.
Sole custody
As the parent with sole custody, you may register your child online. You will need to:
- Upload a copy of the original page of the Court Order that states the custody arrangement of your child. Ensure that the child's name, parents' names and the custody granted are clearly visible in your attachment. The file size should not exceed 1MB.
- Sign a letter of undertaking (LOU) to resolve disputes, if any. The LOU will be administered by schools after the end of the P1 Registration.
Note: If there is a dispute about your child’s enrolment that cannot be resolved, we may place your child in another school.
