1. The registration period for children's admission to Primary One (P1) in 2027 will be from Tuesday, 30 June 2026 to Friday, 30 October 2026.
2. Information on the P1 Registration process, registration phases, eligibility criteria, and user guides can be found at www.moe.gov.sg/primary/p1-registration.
3. As announced during the Ministry of Education's (MOE) Committee of Supply speech in March 2026,1 MOE is currently reviewing the P1 Registration Framework. However, this year's P1 Registration Exercise will not be affected. We will announce details of the review when ready.
Online Registration via P1 Registration Portal
4. Parents can register their children for P1 through the online P1 Registration Portal (go.gov.sg/moe-p1-reg-portal) from Tuesday, 30 June 2026, when the registration phase that their child is eligible for opens. Parents can also view the registration phase(s) and school(s) that their child is eligible for on the portal.
5. Parents will require a valid Singpass with 2-Factor Authentication (2FA) to log in to the portal. Only one parent is required to log in and submit the registration through the Portal. Parents who require assistance during registration may contact the school of their choice via email or telephone (between 9.00am to 4.30pm) during the registration period.
Publishing of Statistics During the P1 Registration Exercise
6. To support parents in their selection of primary schools, MOE publishes information on school vacancies on the MOE website (https://go.gov.sg/moe-p1-reg-vacancies-balloting).
- Before the start of registration: Parents can refer to the list of primary schools and their total number of available vacancies for the 2026 P1 Registration Exercise (go.gov.sg/moe-p1-reg-vacancies-balloting). Parents can also view the previous year's vacancies and balloting data of each school for reference (go.gov.sg/moe-p1-reg-past-vacancies-balloting).
- During each registration phase: The number of available vacancies and applicants will be updated during each phase. Parents should note that these numbers are not final and may change when applicants withdraw or make changes to their registration.2
- After each registration phase: Parents can see the finalised information on schools which have sufficient vacancies to admit all applicants and will not need to ballot.
7. We encourage parents to consider a range of schools and explore how these schools' programmes can best meet their child's learning needs, interests, and strengths. Parents should also consider schools reasonably close to home to reduce commuting time and ensure better transport options. Parents can visit MOE's SchoolFinder at www.moe.gov.sg/schoolfinder for more details, and view the list of schools within 2km of their residential address.
Reduction of P1 Cohort Size from Academic Year 2027
8. In response to changing demographics and new housing developments, MOE regularly adjusts the intakes of selected schools. In view of the significant falling student cohort sizes in 2027 and the coming years, MOE will gradually reduce the P1 intake for the majority of primary schools over the next few years, starting from the 2026 P1 Registration Exercise. This will minimise the need for school mergers or relocations, and maintain a good geographical spread of primary schools for students across Singapore.
9. MOE will continue to review the demand for P1 places based on the birth cohort sizes as well as planned future housing developments, and will ensure that there are sufficient school places for every child at both the national and regional levels.
Compulsory Education
10. Under the Compulsory Education Act, Singapore Citizens (SC) born after 1 January 1996 and residing in Singapore are required to attend national primary schools, including government-funded Special Education (SPED) schools. Children born between 2 January 2020 and 1 January 2021 (both dates inclusive) must either participate in this year's P1 Registration Exercise for admission in January 2027 or enrol in the Junior 1/P1 Programme of a SPED school.
11. If a child is assessed by a qualified health professional (e.g. psychologist, psychiatrist, or medical doctor) to be not ready for P1, parents may seek approval from MOE's Compulsory Education Unit for deferment of registration for P1. If the child's birthday falls on 1 January 2021, parents may seek approval for deferment if they want their child to enter primary school in January 2028 instead. Applications can be made using the form available on the MOE website at www.moe.gov.sg/primary/compulsory-education/deferment and submitted by Sunday, 31 May 2026. Registration for International Students
12. International Students (IS) will register in Phase 3 of the 2026 P1 Registration Exercise, after the allocation of places to all SC and Permanent Residents (PR) in the earlier phases. IS who intend to participate in Phase 3 of the 2026 P1 Registration Exercise must undergo a two-step process:
- Step 1: Submit an online 'indication of interest' form at www.moe.gov.sg/primary/p1-registration/international-students, between Tuesday, 19 May 2026, 9.00am and Monday, 25 May 2026, 4.30pm. Those who do not do so by 25 May 2026 will not be able to register during Phase 3 of the P1 Registration Exercise.
- Step 2: MOE will notify IS applicants who have indicated their interest, via email by October 2026 on whether their child can be offered a P1 place in a primary school. If a place is offered, the parent of the child will be informed of how to register with the designated school.
13. School admission at Phase 3 is not guaranteed, as there may be limited vacancies after allocation of places to SC and PR children.
Address and Use of False Information for Registration
14. The address used in the P1 Registration Exercise should be the parents' official residential address as reflected on their NRICs. A child who gains priority admission into a school through the Home-School Distance category is required to reside at the address used for registration for at least 30 months from the commencement of the P1 Registration Exercise on Tuesday, 30 June 2026.
15. Parents who wish to register their child using the address of the child's grandparent or the parent's sibling (i.e. a caregiver) should declare the alternative child-care arrangement by completing the Declaration of Alternative Child-Care Arrangement (DACA) form at www.moe.gov.sg/primary/p1-registration/home-address between Monday, 29 June 2025, 9.00am and Monday, 27 July 2026, 4.30pm. Parents should submit their declaration early as MOE will require 3 working days to process the declaration and they must receive an approval email from MOE before they can register their child for P1 using the caregiver's address. For example, parents who wish to use the caregiver's address for Phase 2C registration (which begins on Tuesday, 28 July, 9.00am) should submit the DACA form before the declaration period ends on Monday, 27 July 2026, 4.30pm.
16. Any registrant found to have provided false information about their registration address during the P1 Registration Exercise will be referred to the police for investigation. If a child is found to have been successfully registered in a school based on false information or is unable to comply with the 30 months stay requirement, MOE will transfer the child to another school with remaining vacancies. MOE will retain sole discretion in the school transfer (i.e. parents will have no say in the choice of school).
Parents Gateway Available for Parents of Prospective P1 Students
17. Parents of prospective P1 students will be able to download and register for MOE's Parents Gateway app on their mobile devices using their Singpass account (available on iOS and Android platforms). Through the app, parents will receive:
- Updates and information on the P1 Registration Exercise process and requirements;
- Information on administrative tasks before the start of school (e.g., P1 orientation dates, purchase of school uniforms and book supplies); and
- Tips on how parents can support their child's transition to P1.
18. Parents are encouraged to prepare early and refer to the MOE website for the latest updates on the registration exercise and the documents required for registration.
