MOE's approach to address hurtful behaviours and bullying
Schools strive to provide a caring, safe and enabling environment where students can learn, grow and thrive. MOE and schools take a firm stance against all forms of hurtful behaviours, including bullying, to ensure this supportive learning environment is maintained for all students.
Hurtful behaviours include once-off insensitive comments and physical fights, while bullying involves persistent and intentional hurtful acts. Hurtful behaviours and bullying can take on various forms, including verbal, social, physical and cyber. This understanding guides schools in managing different forms of hurtful behaviours.
The sections below highlight how schools, students, parents and the wider community can each play a role.
Students
Students can influence peers positively and stand up against hurtful behaviours and bullying to create a kinder and more respectful environment.
MOE and schools
We will deepen a culture of kindness and respect in all schools, strengthen school policies and reporting channels to address hurtful behaviours and bullying more consistently, and enhance our management of cyber-related incidents.
Parents and community
Parents play an important role in supporting your child to grow from their experiences. Parents and the community can work hand-in-hand with schools to reinforce anti-bullying messages and role model positive behaviours.
