Junior colleges and Millennia Institute
1. Admission criteria starting from 2028 PSE
To be eligible for admission to a junior college (JC) or Millennia Institute (MI), you must meet these criteria:
- Your L1R4 gross aggregate score must not exceed:
- 16 for JC admission
- 20 for MI admission
- Meet the grade requirements for specific subjects.
Aggregate score computation
All subjects used in aggregate score computation for JC and MI admissions must be taken at G3.
= First Language (L1) + Relevant Subject 1 (R1) + R2 + R3 + R4
Note: GCE O-Level will be considered as equivalent to G3
| L1R4 | Subjects |
| L1 | G3 English or Higher Mother Tongue Language |
| R1 | Any 1 best-scoring G3 subject from Humanities |
| R2 | Any 1 best-scoring G3 subject from Mathematics or Science |
| R3 | Any 1 best-scoring G3 subject from Humanities, Mathematics or Science |
| R4 | Any 1 best-scoring G3 subject |
If you have Higher Mother Tongue Language (HMTL), L1R4 gross aggregate scores using G3 English and HMTL will be computed separately. Between the two aggregate scores, the one that qualifies you for JC or MI admission and indicates better performance (i.e. lower score) will be used.
G3 subjects for L1R4 aggregate computation
To calculate your L1R4 aggregate score, only grades from specific subject categories are considered:
What cannot be used for aggregate computation
Please take note that:
- If you have taken Mother Tongue and subsequently Higher Mother Tongue for the same language, you can only use one score (i.e. the better of the two scores) in aggregate score computation. For example, if Higher Chinese is used as the first language (L1), Chinese cannot be used as a relevant subject (R4).
- Higher Mother Tongue Language: Higher Chinese, Higher Malay and Higher Tamil
- Mother Tongue Language: Chinese, Malay and Tamil
- Religious Knowledge cannot be used as one of the best-scoring subjects for aggregate score computation.
Grade requirements for specific subjects
You must meet the grade requirements for these specific subjects:
| Subject | Grade |
| G3 English Language | A1 to C6 |
Any 1 Mathematics
|
A1 to D7 |
|
Any 1 Mother Tongue Language (MTL)
|
MTL and MTL-in-lieu:
HMTL:

Based on the MTL subject that you have taken, you will offer either H1 MTL or MTL 'B' at JC and MI. Learn more about it.
Conditional admission criteria
If you did not meet the minimum grade requirements for the specific subjects listed above, find out whether you are eligible for conditional admission:
Bonus points criteria
The bonus points are subtracted from your L1R4 gross aggregate score to obtain the net aggregate score for PSE posting.
L1R4 net aggregate score = L1R4 gross aggregate score – bonus points
1. You get a maximum of 3 bonus points from a combination of any of these types:
2. You will get an additional 2 bonus points if you applied and got selected for one of the following programmes at a JC:
- Chinese Language Elective Programme
- Malay Language Elective Programmme
- Tamil Language Elective Programme
If you are admitted to these programmes, you must offer the respective subject and sit for its GCE A-Level examination.
You are required to remain in the programme while studying in the JC. If not, you can be asked to leave the school.
3. For private candidate, current or former student of polytechnic or ITE
If you are eligible to apply for JC or MI courses through PSE, you will still be eligible for CCA and other bonus points, where applicable.
Examples of L1R4 aggregate computation
Learn how L1R4 aggregate scores are computed for students with 6 G3 subjects, including scenarios with and without Higher Mother Tongue Language.
- You can explore available JC and MI courses in SchoolFinder. Please note that it currently features information for 2026 JAE JC L1R5 and MI L1R4 aggregate scores, which are for O-Level students.
- Subsequently, there will be a change in PSE whereby JC and MI L1R4 aggregate scores using G3 subject grades will be computed differently.
