) or https:// as an added precaution.To ensure that access to transport services is not disrupted for school students, seniors, patients, and persons with disabilities, the Ministry of Education (MOE), Ministry of Social and Family Development (MSF) and Ministry of Health (MOH) will provide temporary support measures to Government contracted or subsidised transport service providers for services rendered in the months of April to June 2026. This move is to help these transport service providers to continue operating without disruption in the near term, given the cost pressures caused by the increase in fuel prices arising from the Middle East conflict.
2 MOE, MSF and MOH will provide support equivalent to 13% of transport fare revenues. In general, the support would help defray the increase in operational costs arising from higher fuel prices incurred by operators providing regular transport services to primary schools, special education (SPED) schools, disability services, and patients receiving long-term care and Community Dialysis services. With the support, operators should keep fares stable during this period.
3 Subsequently, transport fares may have to rise if fuel prices remain elevated. There are existing subsidies to support students, seniors, patients and persons with disabilities if they are not able to afford their transport.
Support for School Bus Operators
4 For the school bus sector, MOE will provide support to operators providing school bus services for primary schools and SPED schools. The support will be applicable for student transport services, during times when they are operating. The support will also provide parents and caregivers with more reaction time to adjust their transport arrangements if needed, ahead of possible fare increases should the fuel price situation not improve.
5 Students on the MOE Financial Assistance Scheme (FAS)1 will continue to receive support. Since January 2026, MOE FAS students receive school bus subsidies that cover 70% of their monthly school bus fares, up from 65% previously. Students who require additional support or do not qualify for the MOE FAS may approach their schools for school-based assistance.
6 SPED students will continue to receive financial assistance to defray school bus transport fares if they are eligible for MSF's Enabling Transport Subsidy (ETS)2, which is administered by SG Enable. Those who require additional assistance or do not qualify for the ETS may approach their schools.
Support for Disability Services Transport
7 MSF will provide support to Social Service Agencies (SSAs) that are currently providing MSF-funded disability services and utilising the ETS for client transport arrangements, such as Day Activity Centres and Sheltered Workshops. These SSAs will be required to disburse the grant to their contracted transport operators.
8 In addition, eligible clients of these disability services will continue to receive the ETS. From July 2026, the ETS will be enhanced to provide more transport subsidies to more persons with disabilities3.
9 SG Enable will be contacting all affected SSAs on the operational details.
Support for Long-Term Care and Community Dialysis Transport
10 MOH will provide support to Long-Term Care and Community Dialysis service providers who provide regular transport services for seniors and patients from April to June 2026. These are MOH-funded Senior Care Centres (SCCs), Medical Escort and Transport (MET) operators, Day Hospices, and Community Dialysis centres.
11 Seniors and patients can be assured that the cost of care will continue to remain affordable. As announced at Budget 2025, subsidies for long-term care services, which includes transport services, will be enhanced from July 2026.
12 MOH and the Agency for Integrated Care will provide more details to service providers by end-April 2026.

- The qualifying criteria for ETS' tiered subsidy are based on (i) citizenship and (ii) per capita monthly household income (Singapore Citizens: $3,600 or below; Singapore Permanent Residents: $2,600 or below). For households with no income, the Annual Value of residence reflected on NRIC should be $21,000 and below.
- From July 2026, ETS will be enhanced with increased subsidy rates and expanded coverage to households with Per Capita Household Income up to $4,800.
