Relocation of Umar Pulavar Tamil Language Centre to 1 Victoria Lane from January 2027

New Campus Will Provide UPTLC with Larger Learning Spaces and Upgraded Facilities to Support Teaching and Learning
1. The Ministry of Education (MOE) will be relocating the Umar Pulavar Tamil Language Centre (UPTLC), currently located at 2 Beatty Road, to the former Stamford Primary School Site at 1 Victoria Lane with effect from January 2027, following the expiry of its tenancy at 2 Beatty Road in December 2026 (Please see Annex A for the location map of the new site). UPTLC will share the site with an appropriate user, who will be identified at a later date.
2. The campus at the new site will provide students with larger learning spaces and upgraded facilities, including a sheltered court which can be used for various activities such as Kabaddi1 , as well as larger classrooms. Key features of the current campus, including the Thiruvalluvar statue, will be retained at the new campus (Please see Annex B for artist's impressions of the new campus).
Better Public Transport Connectivity While Also Being Near to Indian Arts and Cultural Belt
3. Students and teachers will benefit from better public transport connectivity at the new site, which is within walking distance of Bugis and Jalan Besar MRT stations2 and well-served by bus routes. Upon relocation, UPTLC will be closer to its partners, such as the Indian Heritage Centre and the Little India Shopkeepers and Heritage Association, while also being near to the Indian Arts and Cultural Belt.
Partnership Opportunities for UPTLC with Nearby Educational Institutions
4. UPTLC will also be in close proximity with educational institutions such as the future Singapore University of Social Sciences, NorthLight School, and Hong Wen School, creating more opportunities for collaboration. UPTLC could also explore opportunities for collaborations with other potential users co-located at the new site.
About UPTLC
UPTLC is an MOE language centre offering G1 Tamil, G2 Tamil, G3 Tamil, as well as Higher Tamil and Literature to secondary school students. The Centre also offers Indian Performing Arts as a Co-Curricular Activity, runs the National Elective Tamil Language Programme, as well as conducts enrichment classes and cultural activities for students from MOE's pre-school to Junior Colleges. The Centre houses the Tamil Language (TL) Principal Master Teachers and Master Teachers, who conduct professional development for TL teachers on its premises.
UPTLC also serves as the National Tamil Language Resource Centre, working together with the community to promote the teaching and learning of TL at the national level.
