Reasons for Decrease in Lifelong Learning Endowment Fund Disbursements Under “Placements”

Question
To ask the Minister for Education in respect of the Lifelong Learning Endowment Fund Annual Report for the financial year ended 31 March 2026 (a) what specific programmes and programme managers accounted for the disbursements under the “Placements” category in FY2025; and (b) what accounts for the decrease from $145.3 million in FY2024 to $5.9 million in FY2025.
Response
- The disbursements reported under the “Placements” category in FY2025 related to employment and placement support programmes administered by the former Workforce Singapore (WSG), now known as Skills and Workforce Development Agency (SWDA). These included programmes that support jobseekers and facilitate employment and placement.
- The decrease in expenditure under the “Placements” category from $145.3 million in FY2024 to $5.9 million in FY2025 was due to a broader review leading to some placement-related programmes being no longer funded through the LLEF in FY2025, but through other funding sources.
