Data on Students Referred to Health Sciences Authority for E-vaporiser Possession and Use, and Ongoing Prevalence of Vaping in Schools

Question
To ask the Minister for Education (a) in the past 12 months, how many students from primary schools, secondary schools, and Institutes of Higher Learning have been referred to the Health Sciences Authority for e-vaporiser possession or use; and (b) whether vaping is still a major issue for schools to manage.
Response
- Since the stepped-up measures against vaping were implemented on 1 September 2025, the average number of students referred to the Health Sciences Authority (HSA) monthly for vaping offences has dropped from 181 students (September 2024 - August 2025) to 62 students (September 2025 - August 2026). The reduction in the average number of students referred to HSA suggests that the multi-agency efforts in detection, reporting, and enforcement in Singapore are making a meaningful difference.
- Schools and IHLs will continue to maintain high vigilance and zero tolerance towards vaping. Students caught vaping are subjected to school/institution-based disciplinary measures, in addition to national penalties. More importantly, offenders receive rehabilitation and counselling support to help them in breaking the habit and making better choices.
