Industry Skills Council's Involvement in Development of Current Skills Framework and Practitioner Engagement to Ensure Alignment with Operational Skills

Question

To ask the Minister for Education (a) to what extent the Industry Skills Councils, which comprise representatives from employers, sectoral lead agencies, industry associations and unions, have been involved in developing the current Skills Framework; and (b) whether sufficient practitioner engagement is in place to ensure training curricula in all industries are aligned with the required operational skills and responsive to industry needs.

Response

1. SkillsFuture Singapore (SSG) takes a data-driven approach in developing the Skills Frameworks. For example, labour market surveillance data, such as job posting data, is used to analyse skills trends and provide intelligence on in-demand and emerging skills. SSG also consulted employers, industry associations, unions, training organisations and government agencies in refining each Skills Framework. There are currently Skills Frameworks in 38 sectors, which are continually refreshed.
2. Our Institutes of Higher Learning also work closely with relevant industry partners, to integrate industry exposure into their curricula e.g., through industry projects, work attachments and internships. This ensures that their curricula remain relevant and responsive to industry needs.
