Selection criteria and process for school canteens

Learn about the selection criteria and process for appointment of stallholders in schools' canteens.

Selection criteria

The stallholder must be a Singapore Citizen or Singapore Permanent Resident and able to:

  • Provide food and drinks that meet the health/nutritional standards set by the Health Promotion Board.
  • Provide good service and quality food/drinks at reasonable prices.
  • Observe a high standard of food/drinks and personal hygiene.
  • Attend to stall during operating hours.

New schools

  • A new school usually invites applications for canteen stalls in August before the school opens in the new year.
  • Stalls are advertised through the School Canteen Advertisement website.
  • Applicants can obtain the application forms from the Customer Service Centre at MOEHQ, North Buona Vista Drive or download it from the MOE website.
  • Applications to new schools can be sent by post or handed in to:
  • MOEHQ helps to collate the application forms and forward them to the Principal-designate.
  • Shortlisted candidates will be informed by the school of the outcome of their applications by November/December.

Existing schools

  • The school invites new applications when any of the existing stallholder leaves the school. This is usually advertised at School Canteen Advertisement website, the school gate and at the nearby Community Clubs.
  • Applicants can obtain the application forms from the school or download it from the MOE website.
  • Applications to existing schools are to be submitted directly to the school.

Selection process

  • Applications are not selected on a first-come-first serve basis.
  • The School Canteen Committee will evaluate the applications and select the most suitable candidates.
  • Shortlisted candidates will be interviewed.
  • Successful candidates will have to attend and pass the Food Safety Course Level 1 (formerly known as Basic Food Hygiene Course) conducted by SkillsFuture Singapore (SSG) – approved training providers and then apply for a Food Stall Licence issued by Singapore Food Agency to operate the stalls. They may apply the Licence from the GoBusiness website.
