What the change in Home-School Distance (HSD) calculation means for you

Find out how the change in HSD calculation, starting from the 2022 Primary 1 (P1) Registration Exercise, may affect you.

Computerised balloting will be conducted when the number of registrants exceeds the school vacancies in any phase. Priority admission will be given based on the child’s citizenship and the HSD category, which is based on the address used for registration.

From the 2022 P1 Registration Exercise, HSD will be calculated based on the School Land Boundary (SLB). The HSD used will be the shortest distance from a point on the boundary around the school (instead of from a single reference point) to the registrant’s home.

The majority of registrants applying to our primary schools will not be affected under the updated HSD calculation methodology (that is, their HSD categories remain the same with respect to a particular school).

To illustrate, under the previous HSD calculation methodology (see dotted red lines), Registrant X’s HSD category was “Within 1km”.  Based on the new HSD calculation methodology (see solid red lines), Registrant X’s HSD is shortened, but the HSD category remains unchanged at “Within 1km”.

Some registrants will be in a nearer HSD category under the updated HSD calculation methodology. However, for three of our primary schools, there will be a small number of registrants who will be shifted to a further HSD category. This is because for these three schools — Cedar Primary School, Maris Stella High School (primary section) and Marymount Convent School — the original reference points are outside the SLB due to significant past upgrading or re-building works, coupled with school boundary changes.

For the purposes of the 2022 P1 Registration Exercise, MOE will allow this small affected group of registrants to retain their original HSD as a once-off transitional arrangement, if they choose to register for one of the three schools.

From the 2023 P1 Registration Exercise onwards, HSD categories of all registrants choosing to register for these three schools will be calculated using the new methodology.
