A Smoother Transition from MOE Kindergarten to Primary School
1. To provide more quality and affordable pre-school places, Prime Minister Lee Hsien Loong had announced at the National Day Rally 2017 that MOE would increase the number of MOE Kindergartens (MKs) to about 50 by 2023. All new MKs will be co-located with primary schools.
2. MOE will conduct a pilot, to extend Phase 2A2 eligibility to MK children for admissions to the respective primary schools that their MK is co-located with. This will take effect for MK children participating in the 2018 Primary 1 Registration Exercise, for 2019 Primary 1 admission. The list of MKs co-located with primary schools with MK children participating in the 2018 Primary 1 Registration Exercise are in Annex A.
3. MOE recognises that there are developmental benefits in facilitating this transition for MK children. Facilitating them to remain in a familiar physical, social and educational environment for their primary school education will help smoothen their transition to Primary 1. With a close partnership between the MK and the primary school, the latter would also be more familiar with the needs of the MK children, and can more quickly ensure that they have the necessary developmental support when they enter Primary 1.
4. As a commitment to ensure open access to all primary schools, MOE will continue to ensure a minimum of 40 places in every primary school at Phases 2B and 2C. For details of the P1 registration framework, please refer to Annex B.
