Increase in Special Educational Needs (SEN) Funding Cap for High-Needs Students

1. A new High-Needs category with a raised subsidy cap will be introduced under the MOE Special Educational Needs (SEN) Fund1 with immediate effect. With this enhancement, Singapore Citizens registered as full-time students in a polytechnic or the Institute of Technical Education (ITE) will now be eligible for higher funding support, if they are professionally certified to have severe physical or sensory impairment.

2. Under this new category, students with severe hearing impairment (HI), physical impairment (PI), or visual impairment (VI), will now be provided with up to $70,000 over their course duration to purchase the necessary Assistive Technology (AT) devices and support services for their education. Eligible students with less severe PI will continue to be provided with up to $5,000 to purchase necessary AT devices, and eligible students with less severe HI or VI may continue to tap on up to $25,000 to purchase necessary AT devices and support services.

3. Examples of approved AT devices and support services under the MOE SEN Fund are listed in the Annex. Eligible students with high needs may apply for the higher subsidies through their institution’s SEN Support Offices, which will continue to administer the SEN Fund.
