To ask the Minister for Education (Higher Education and Skills) (a) whether a comprehensive review of the outcomes of SkillsFuture will be undertaken before the next tranche of SkillsFuture credits is announced; and (b) if so, what will be the parameters of such a review.


1. The SkillsFuture movement is a long term endeavour. It is about holistic development of the person, especially in skills. It is about deepening professional pride and depth of expertise in every field. It is about inculcating essential generic skills such as curiosity to learn, resilience and entrepreneurial dare. It is about moving away from relentless pursuit of academic qualifications for their own sake. Most of all, it is about enhancing workers’ employability, sharpening industry competitiveness, and opening up opportunities.

2. This requires changes to our school and higher education system, and stronger skills deepening initiatives in the industries and training institutions. We will monitor the progress and outcomes of all these initiatives.

3. SkillsFuture Credit is just one part. As SkillsFuture Credit was only introduced in Jan last year, it is too early to discuss the timing or quantum of the next top-up for now. In our review for the next tranche of SkillsFuture Credit, we will consider factors such as the utilisation rate of the Credit and the Government’s fiscal position. We will also consider broader trends such as the types of training that Singaporeans are using their Credit for, and the training participation rate of Singaporeans.
