Support for Special Needs in Mainstream Schools

In 2004, the Ministry of Education (MOE) announced the following initiatives to support students with mild special educational needs in mainstream schools:

  • Deployment of Allied Educators (Learning and Behavioural Support) [AEDs(LBS)], to support students with mild special educational needs such as  Dyslexia, Autism Spectrum Disorder (ASD) and Attention Deficit Hyperactivity Disorder (ADHD) in mainstream schools.

  • Providing training to a core group of teachers in all mainstream Primary and Secondary schools with a Certificate level training in Special Needs. These teachers take on the role as Teachers Trained in Special Needs (TSNs) in schools.

These initiatives were implemented since 2005.

Allied Educators (Learning and Behavioural Support) [AEDs(LBS)]

AEDs(LBS) support students with mild special educational needs such as dyslexia, Autism Spectrum Disorder (ASD) and Attention Deficit Hyperactivity Disorder (ADHD) by:

  1. Developing, implementing, monitoring, and evaluating support provided to meet the learning and behavioural needs of students with SEN.

  2. Working closely with other school personnel, including teachers trained in special needs (TSNs) and School Counsellors, to identify and support students’ learning and behaviour challenges

  3. Contributing to school systems and processes in support for special needs (e.g., building the capacity of teachers, setting up referral and support systems, maintaining databases and documentation)

  4. Working with various stakeholders such as parents and external agencies (e.g., hospitals, VWOs) to identify and support students with SEN.

  5. Being involved in professional networks with other AEDs(LBS) in the sharing and development of best practices to support students with SEN.

Primary Schools

Currently, all primary schools have been staffed with at least one AED(LBS) to support students with mild special educational needs.

Secondary Schools

To date, 92 secondary schools have been resourced with one AED(LBS) each to support students with mild special educational needs (Table 1).

MOE will continue to recruit more AEDs(LBS) to meet longer term needs in both primary and secondary schools.

Teachers Trained in Special Needs (TSNs)

In addition, 10% and 20% of teachers in all primary and secondary schools respectively are trained in Special Needs to support students with mild special educational needs. MOE continues to increase the pool of TSNs in the schools.

TSNs are equipped with deeper knowledge and skills to better support students with mild special educational needs in their schools. They are able to plan instruction, adapt and differentiate the instructional strategies to meet the needs of diverse learners in their schools. They can also build the capacity of their fellow teachers in their schools on the strategies and resources to support students with special educational needs in their classes.

Schools with Special Needs Facilities

The table below lists the schools that are resourced with the following facilities, programmes and/or specialised staff to support their students with the respective special needs:

  1. Integration programmes for Hearing Loss (HL) students who use the Signing or Oral Language as modes of communication

  2. Integration programmes for Visually Impaired (VI) students

  3. Full handicapped facilities for students with Physical Disabilities (PD)

  4. Allied Educators (Learning & Behavioural Support) to complement the support that classroom teachers presently provide to students with mild Special Educational Needs (Mild SEN)

Students with PD or mild SEN who are not posted to an appropriate-resourced school listed above may apply for a transfer. Such students should first report at the secondary school that they were posted to on the next working day after the release of posting results, and apply for school transfer there. All applications must be accompanied with the relevant supporting documents, as follows:

  1. PD - An assessment of the student’s condition and needs from a qualified medical professional. It should clearly describe the extent of disability (e.g. temporary, permanent) and the type of assistive device that the child is currently using (e.g. wheelchair, crutches).

  2. Mild SEN - A comprehensive report written by a relevant professional (e.g. psychologist, speech and language therapist). It should indicate the nature of the disability with supporting evidence for the diagnosis and provide clear description of the student’s current functioning and limitations, together with recommendations for support and intervention. Other documents may include a school report from the student’s primary school providing additional background to his/her condition and any other relevant documents. MOE will consider appeals for transfer to a school resourced to support mild SEN only if that school is included as one of the student’s original choice of secondary schools.
