The Student Transfer Exercise for Primary Schools (STEPS) serves to facilitate the transfer of students who have relocated to another address, to schools nearer to their new residences.  Parents can register their children for STEPS via the STEPS-Internet System (STEPS-IS).  STEPS-IS registration for parents will start from 10 am on 16 November 2018 to 11.59 pm on 20 November 2018.  Parents can also approach their child's current school to register for STEPS on 19, 20 and 21 November 2018.  The outcome of the STEPS application will be released on 11 December 2018.  Please refer to the registration process for more information.

What is the STEPS process

The STEPS process is as follows:

  1. Each student will be considered for transfer to a school which has vacancies and is nearer to his / her new residential address.
  2. Where the school can accommodate the number of applicants assigned, the transfer will be effected.
  3. If there are no schools with available vacancies within 3 km of the students’ new residential address, these students will be posted back to their current school.
  4. A student will not be posted to a school that is further from his / her home compared to his / her current school.

What you need to know

Under the STEPS process, students will be considered for schools with available vacancies.  Provision will not be given to the parents to select a particular school for the transfer, as the student will automatically be considered for vacancies in the nearer school in the first instance.

The STEPS is a service to assist parents in school transfers of their child due to changes in residential address.  Should the child satisfy the eligibility criteria, parents can approach their child's current primary school and submit the STEPS application.  Participation in STEPS is optional where parents may wish to participate in the exercise.  If parents prefer to directly approach the school they would like to transfer their child to, they could do so, but outside the period of 16 November to 14 December 2018 when STEPS is being conducted.

The parents will be required to make an undertaking to give up their child's place in the current school and to accept the school of transfer identified under the STEPS process.
