Phase 3 Registration for non-Singapore Citizen / non-Permanent Resident Children

Non-Singapore Citizen (SC) / non-Permanent Resident (PR) children who wish to seek admission to Primary One (P1) in 2019 are required to undergo a two-step process:

Step 1: Submit an online indication of interest form via the MOE P1 website, from 5 to 11 June 2018, and
Step 2: Non-SC / non-PR children who have submitted the indication of interest form and are notified in October by MOE that they can be offered a P1 place in the school, must register in-person at the designated schools during Phase 3 of the 2018 P1 Registration Exercise (in late October 2018).

WHO CAN PARTICIPATE IN PHASE 3 OF THE PRIMARY ONE REGISTRATION EXERCISE?

Non-Singapore Citizen (SC) / non-Permanent Resident (PR) children born between 2 Jan 2012 and 1 Jan 2013 (both dates inclusive) can seek admission to Primary One (P1) in 2019 during Phase 3 of the 2018 P1 Registration Exercise.

WHAT ARE THE PROCEDURES TO SEEK ADMISSION TO PRIMARY ONE?

Non-Singapore Citizen (SC) / non-Permanent Resident (PR) children who wish to seek admission to P1 in 2019 are required to undergo a two-step process:

Step 1: Submit an online indication of interest form via the MOE P1 website, from 5 to 11 June 2018, and

Step 2: Non-SC / non-PR children who have submitted the indication of interest form and are notified in October by MOE that they can be offered a P1 place in the school, must register in-person at the designated schools during Phase 3 of the 2018 P1 Registration Exercise (in late October 2018).

Parents of non-SC / non-PR children should be aware of the following:

  • The indication of interest is not considered as registration. Admission is not guaranteed as there are limited vacancies remaining for non-SC / non-PR children after places are allocated to SC / PR children. As admission is not guaranteed, parents of non-SC / non-PR children are advised to consider alternative educational options well ahead of time. 

  • Indicate their interest online from 5 June 2018, 9.00am to 11 June 2018, 4.30pm. Non-SC / non-PR children who do not submit the indication of interest form to MOE by 11 June 2018, 4.30pm will not be able to register during Phase 3 of the 2018 P1 Registration Exercise.

  • MOE will centrally process all the applications after all SC / PR children have registered and allocated a place in earlier phases. Places in Phase 3 of the P1 Registration Exercise will be allocated to non-SC / non-PR children who have indicated interest in June and are informed by MOE in October 2018 that they can be offered a P1 place in a school. The allocation of places will take into consideration factors such as availability of school vacancies and ensuring a good spread of students.

  • MOE will inform parents of non-SC / non-PR children in October 2018 via postal mail, on whether their children can be offered a P1 place in a school. Parents of non-SC / non-PR children who can be offered a P1 place must register for the place in-person at the designated school in October 2018 during Phase 3 of the 2018 P1 Registration Exercise, with the original documents for verification. The schools will inform parents of their placement outcome by 31 October 2018.

In view that Phase 3 vacancies are limited, MOE posting is final. We will therefore not entertain nor reply to appeals on the placement results. Our schools will also not entertain any walk-in applications for admissions or transfer of non-SC / non-PR children.

MOE will inform parents of the registration date in October 2018 as indicated in the offer letter

Announcement of result for non-SC / non-PR children who have indicated interest, including those who cannot be offered a P1 place.

DOCUMENTS REQUIRED

Online indication of interest for non-SC / non-PR children 
Please note that the online indication of interest form will only be available on this webpage from 5 June 2018, 9.00am to 11 June 2018, 4.30pm

Parents of non-SC / non-PR children are to prepare the following information before you can proceed with the online indication of interest:

  • Information on the child (e.g. passport number; Foreign Identification Number to be provided, if any)

  • Information on the parents (e.g. NRIC number / passport number and work pass number, if any)

  • Valid email address

  • Local or overseas contact number

  • A copy of child's birth certificate and passport in soft-copy (clear and legible in PDF, JPEG or JPG)

Parents of non-SC / non-PR children are required to upload the following 2 supporting documents (clear and legible in PDF, JPEG or JPG) during the online indication of interest:

  • Child's birth certificate (if birth certificate is in other languages, please submit an accurate English translated copy); and

  • Child's valid passport data page

You can only upload 2 documents online. The file size for each document should not exceed 2.5 MB. The total file size for both documents should not exceed 5.0 MB.

We may subsequently contact you for additional documents, if required.


In-person registration at designated schools (only for non-SC / non-PR children who can be offered a P1 place)

Only parents of non-SC / non-PR children who are notified in October by MOE that they can be offered a P1 place must register for the place in-person at the designated school in October 2018. The hours of registration are from 8.00am to 11.00am and from 2.30pm to 4.30pm on the scheduled registration day.

Parents are required to bring originals of the following documents for verification:

  • Child’s Birth Certificate

  • Child’s Passport

  • Child’s Immigration Exemption Order / Dependant’s Pass / Student’s Pass / Long-Term Visit Pass (If any)

  • Both parents’ Passport / Singapore NRIC / Entry or Re-entry Permit

  • Both parents’ Employment Pass / Work Permit / Long-Term Visit Pass (if any)

  • Child’s immunisation records

  • Child’s letter informing child can be offered a P1 place in the school

  • Any other documents as required by the school to support the registration

Alternatively, parents can authorise a person to register their child on their behalf. An original letter of authorisation is required from the parent.
