At the heart of matters, children must be taught the values of care, respect, responsibility, and honesty.

Everyone deserves to be treated with dignity and respect. MOE strives to provide every student with special educational needs a supportive school environment and programmes. Together with our partners in education, we aspire to be a society where every student, especially those with high support needs, and their caregivers can lead independent and meaningful lives. In all our students, we aim to also foster a spirit of giving back to the community and society, to uplift themselves and those around them who may need more support. This will create a society that recognises and celebrates people from diverse backgrounds, including those with Special Educational Needs.

We provide a variety of opportunities and multiple pathways for diverse learners, catering to their strengths and interests, while allowing them to grow their passions and develop their potential. We support their overall well-being on their educational journey and help them develop resilience in the face of challenges and setbacks. We acknowledge that progress can take different directions for different people and we need to have broader definitions for success. This is why the system provides pathways for U-turns, sidesteps and specialisation, to help our students establish a suitable foundation for their future career.

We should embrace continuous learning beyond our schooling years, focus on growing and honing our skillsets so we will be ready to seize opportunities, switch to more promising areas when opportunities emerge, and progress in our careers.

Lifelong learning is more than about staying relevant for ourselves in a rapidly evolving world and economy - it is also how we can maximise our potential and continue to make meaningful and important contributions to our nation through our unique talents and skills.

 

OUR PLEDGE

We will ensure our children have access to affordable, quality education, to provide a good start for all. We will strengthen support for low-income children and facilitate greater partnerships with industry and community partners to do the same. For children with greater developmental needs, we will improve the affordability and accessibility of early intervention, crucial in their early years.

We will continue to invest resources to provide multiple pathways and enable greater flexibility in learning for every child. We will also partner stakeholders in our efforts to help every child fulfil their potential.

We commit to providing an ecosystem that supports the learning of students with special educational needs, and helps them make a smooth transition across life stages. We will work with caregivers, community partners and employers to ensure the efforts are well-coordinated and suitably funded. In providing for and supporting students with special educational needs, we need to also strengthen society’s empathy, understanding and support towards their caregivers as well.

We will continue to invest in developing different education pathways and creating more opportunities to make them available and accessible to all. We are committed to ensuring that there are good jobs for all, while providing resources to support and uplift the less advantaged.

We are committed to developing a Continuing Education Training (CET) ecosystem that is responsive to the evolving skill requirements of the economy and will focus on transforming our Institutes of Higher Learning into Institutes of Continuous Learning. We also commit to supporting trainers and providing subsidies to enable individuals to keep their skills relevant throughout their careers.
