The 2019 K1 admissions is open to Singapore Citizen and Singapore Permanent Resident children born between 2 January 2014 and 1 January 2015, both dates inclusive. Parents can only register with one MOE Kindergarten.

Parents who register during the registration exercise on 24 and 26 February 2018 or 3 and 5 March 2018 will be notified of the registration outcome by 25 April 2018.

A school-based MOE Kindergarten will generally take up to about 160 children and a community-based MOE Kindergarten will generally take up to about 60 children (community-based MOE Kindergartens open for 2019 K1 admissions are MOE Kindergarten @ Yishun and MOE Kindergarten @ Tampines).

Registration for admission to Kindergarten 2 in 2019 is subject to available vacancies. Parents can directly approach the MOE Kindergarten for registration.

For K1 admission in 2019

Singapore Citizen and Singapore Permanent Resident children born between 2 January 2014 and 1 January 2015 (both dates inclusive).

For K2 admission in 2019 (subject to availability of vacancies)

Singapore Citizen and Singapore Permanent Resident children born between 2 January 2013 and 1 January 2014 (both dates inclusive).

Parents will need to produce both the originals and photocopies of the relevant documents at the point of registration. No registration fee is required.

If parents are unable to personally submit the registration form and photocopies of the relevant documents, they may authorise another person (using the MOE Kindergarten registration authorisation form) to submit the documents on their behalf.

Places in MOE Kindergartens (MKs) are allocated according to the admission priority order below. If the number of applications to an MK exceeds the number of vacancies available, balloting will be conducted accordingly.

Priority Order (PO) Eligibility
1 Singapore Citizen (SC) siblings of K1 children studying in the kindergarten in the year of registration.
2

MOE will reserve one-third of places for SC children from households with Gross Household Income (GHI) not exceeding $3,500 per month or Per Capita Income (PCI) not exceeding $875 per month, who live within 1km of the kindergarten.

Should demand exceed the one-third of places, balloting will be conducted in the following order:

  1. SC child living within 500m of the MK [1]
  2. SC child living between 500m and 1km of the MK [2]
3

Any remaining vacancies [3] after considering Priority Orders 1 and 2 will be available for other SC children.

Should demand exceed places available, balloting will be conducted in the following order:

  1. SC child living within 500m of the MK
  2. SC child living between 500m and 1km of the MK
  3. SC child living outside 1km of the MK
4

Any remaining vacancies after admitting SC children will be carried forward for Singapore Permanent Resident (SPR) children.

Should demand exceed places available, balloting will be conducted in the following order, regardless of distance:

  1. SPR siblings of K1 children studying in the kindergarten
  2. All other SPR children

Notes:

[1] If the number of SC children within 500m exceeds one-third of places, balloting will be conducted. The unsuccessful applicants will be considered again with all other applicants under Priority Order 3a.

[2] If balloting takes place in Priority Order 2b, the unsuccessful SC children will be considered again with all other applicants under Priority Order 3b.

[3] If demand from the children in Priority Order 2 is below one-third of places, the remaining places will be carried forward to the children in Priority Order 3.

Financial Assistance

Financial assistance in the form of a monthly fee subsidy will be provided to all Singapore Citizen children who meet the income criteria.

MOE will invite families which meet the eligibility criteria to apply for financial assistance later in the year, after a place has been confirmed for their child in the MOE Kindergartens.

The eligibility criteria of the Kindergarten Fee Assistance Scheme (KiFAS) provided by the Early Childhood Development Agency (ECDA) are as follows:

  • The child is a Singapore citizen; and
  • The family's gross monthly household income (HHI) [1] does not exceed $6,000 or, for larger households with at least 5 family members [2] gross monthly per capita income (PCI) [3] does not exceed $1,500

Notes:

[1] Monthly gross household income (HHI) is the income of both parents over the 12-month period immediately preceding the month of application of KiFAS. It is inclusive of bonus, allowances and before CPF deduction. Allowance for full time National Service is not included. The HHI is based on 12-month CPF contributions.

[2] Family members must be related by blood, marriage and/or legal adoption and living in the same residential address as reflected on the NRIC of the applicant.

[3] To calculate the Per Capital Income (PCI), divide the total gross monthly household income of family members by the number of family members living in the same household.

[4] Please note that the actual support for each child will depend on the gross monthly household income or the gross monthly per capital income of the family determined by ECDA after the child is successfully admitted to the MOE Kindergarten and the relevant documents are processed. The child must attend at least one day of class to qualify for the month’s subsidy and ECDA will notify parents of the outcome.

A Start-Up Grant (SUG) will be provided to eligible Singapore Citizen children. Families approved for SUG can only redeem $45 worth of uniforms (3 sets) per year. The family will qualify for SUG if the gross monthly household income does not exceed $1,900 or per capita income does not exceed $650.

Families who need additional financial assistance for expenses such as uniforms and Kindergarten Care fees can approach the respective kindergartens or KCare service providers.
