Information for Overseas Singaporeans

Overseas Singaporeans with children who are due to enter Primary One (i.e. at least 6 years old on 1 Jan 2012) are encouraged to register their children while abroad during the 2011 Primary One Registration Exercise.

Registration Phases

Parents can refer to the registration phases to find out which phase their children are eligible for and the dates of registration. Parents can refer to Primary Schools Vacancies by Phases for information on vacancies and the number of applicants for each school.

If an elder child is currently on Leave of Absence from a primary school, the younger sibling due to enter Primary One can be registered in that school under Phase 1 of the Primary One Registration Exercise.

If an elder child who is beyond primary school going age was previously on Leave of Absence from a primary school, the younger sibling due to enter Primary One can be registered in that school under Phase 2A(2) of the Primary One Registration Exercise.

Registration Procedures

1. Through Ministry of Education

To register, parents can fax (65-67768616) or email (moe_pps@moe.gov.sg) the following documents to Pupil Placement Section (PPS), Ministry of Education at least 1 week before the child’s eligible registration phase. Parents should check with PPS to ensure their documents (fax/email) have been received.

Note: An email which exceeds 20MB may not be received by Pupil Placement Section. If the email exceeds the size limit, it should be split up and sent as separate emails.

The address to be used for the Primary One Registration Exercise has to be the parents’ address as shown in the parents’ NRIC.

Parents can download the application form or they can also obtain the form from the Singapore Embassies, High Commissions and Clubs overseas from 15 June onwards.

Upon receipt of the completed application form and required documents, Pupil Placement Section (PPS) will register the child at the phase that he/she is eligible for. PPS will also inform parents the result of the registration by fax or e-mail at the end of the phase that the child is registered.

If the child is unsuccessful in gaining admission to the school of choice, the parents can inform Pupil Placement Section by fax or email, of the school of choice for the next phase that the child is eligible for.

2. At the School of Choice

Alternatively, parents can authorize a person to register their child on their behalf. A letter of authorization is required from the parent. At the time of registration, photocopies of the supporting documents will be sufficient. The originals of these documents should be presented for verification by the school before the child starts school.

3. Online Registration for Phase 2C and Phase 2C Supplementary

This year, MOE is piloting a new Primary One Internet System (P1-IS) for eight Primary Schools during Phase 2C and 2C Supplementary only. The eight schools are:

  1. Anchor Green Primary School
  2. Beacon Primary School
  3. Canberra Primary School
  4. Edgefield Primary School
  5. Endeavour Primary School
  6. Mee Toh School
  7. Nan Chiau Primary School
  8. North Vista Primary School

The P1-IS serves as an alternate channel to facilitate the registration of children during these phases. To register online via the P1-IS, both Parents’ SingPass are required. For details on online registration, please refer to the P1-IS Step-by-Step Guide.

Overseas Singaporean parents who register through the P1-IS should check the outcome of their registration with the school they have registered on the date of the Announcement of Results for that phase.

Overseas Singaporean parents who register through the P1-IS will have to produce the originals of each required document when requested by the school or upon reporting to the school.

Leave of Absence

A child who has been registered and allocated a place in a school during the exercise while overseas is eligible to apply for a Leave of Absence (LOA) from the school.
