About the ICSC

The ICSC was formed in 2009 to coordinate the Government’s efforts in cyber wellness through working with people- and private-sector organisations. It aims to develop and implement a national strategy to promote cyber wellness among the youth. The ICSC is co-chaired by the Ministry of Education and Ministry of Communications and Information and includes representatives from the following ministries and government agencies:

  • Ministry of Social and Family Development
  • Ministry of Defence
  • Ministry of Home Affairs
  • Info-communications Media Development Authority of Singapore
  • National Library Board
  • Health Promotion Board
  • Intellectual Property Office of Singapore
  • National Youth Council
  • People’s Association
  • Cyber Security Agency

ICSC was set up arising from one of the recommendation of the Advisory Council on the Impact of New Media on Society (AIMS),in their Dec 2008 report entitled “Engaging New Media: Challenging Old Assumptions”. One of AIMS’ key recommendations in relation to the protection of minors was to establish a dedicated coordinating agency as well as the provision of an annual budget to better promote cyber wellness.
