Implementation Policies for Sexuality Education

Schools are to implement Sexuality Education as follows:

  • All schools are to provide Sexuality Education for their students;
  • MOE Sexuality Education programmes, which comprise the Growing Years (GY) and Empowered Teens (eTeens), are to be implemented as part of the Character and Citizenship Education (CCE) curriculum;
  • GY is for the Primary 5 to JC/CI students; eTeens is an additional programme for Secondary 3 and JC/CI Year 1 students;
  • All government schools are to adopt the GY programme. Independent and faith-based government-aided schools may have their own sexuality education programmes in place of GY, but these must be aligned to the MOE framework for Sexuality Education and the GY lesson objectives.
  • All secondary schools and JC/CI are to implement eTeens, of which the mass talk segment is to be conducted by approved external providers. Independent and faith-based government-aided schools may supplement eTeens with their own programmes;
  • Schools are to deploy only specially-selected and MOE-trained Sexuality Education teachers to teach the GY programme and the classroom-based lessons of the eTeens programme;
  • Schools may tap on relevant expertise and community resources to supplement the schools’ sexuality education programme, in strict compliance with MOE guidelines on the engagement of external providers;
  • Parents may opt their children out of GYeTeens and/or supplementary sexuality education programmes by MOE-approved external providers.
