REGISTRATION OF CHILDREN FOR ADMISSION TO PRIMARY ONE CLASSES IN 2004
1 Registration of children for admission to Primary One classes in 2004 will be carried out from Tuesday, 8 July 2003, to Wednesday, 3 September 2003. The dates for the different phases of registration are given at Annex A.
2 All primary and full schools will be open for registration from 0800 hours to 1100 hours and from 1430 hours to 1630 hours during the registration period.
Age Requirement
3 Children born between 2 January 1997 and 1 January 1998 (both dates inclusive) may be registered for Primary One classes in 2004. Children born between 2 January 1995 and 1 January 1997 (both dates inclusive), who have not previously been registered for Primary One classes, may also be registered for admission to school in 2004.
Compulsory Education
4 Compulsory education is applicable to a child who is a Singapore Citizen born after 1 Jan 1996 and residing in Singapore. The child has to attend a national primary school regularly. Thus, a child born between 2 Jan 1997 and 1 Jan 1998 has to be registered at the 2003 Primary One Registration Exercise to enter school in January 2004.
5 If a child is assessed as being not ready or suitable for Primary One on medical grounds, a parent may seek approval from the Compulsory Education Unit for deferment of registration. An application can be made using the relevant form that can be downloaded from the Ministry of Education (MOE) website (www.moe.gov.sg) or collected from the MOE Customer Service Centre at 1 North Buona Vista Drive (Tel: 6872-2220).

Registration Procedures
7 Parents registering their children under Phase 1 are not required to register at the school, as applications will be done through the older sibling in the school. The registration of a child under Phase 2A(1) to 2C Supplementary is to be done at the school of choice by the parent or by a person authorised by the parent in writing.
Allocation of Places
8 Children will be allocated places in the school according to the order of priority spelt out in the Registration Scheme at Annex A. Balloting will be conducted should the number of applications exceed the number of vacancies from Phase 1 to Phase 2C Supplementary.
9 At the end of Phase 2A(2), 50% of the remaining places in each school will be allocated for Phase 2B registrants in the school and the other 50% for Phase 2C registrants. If the number of qualifying applicants in Phase 2B exceeds the 50% cap, successful applicants will be determined first by proximity of residence to the school and then by ballot. In the event that the allocated places for Phase 2B is not used up, the remaining vacancies will be carried forward to Phase 2C.
10 MOE will post children who are unsuccessful in obtaining a Primary One place in a school of their choice at the end of Phase 2C Supplementary of the registration exercise to schools near their homes that still have vacancies.
Announcement on balloting and vacancies
11 Parents can find out which schools will be conducting balloting as well as the vacancy position in individual schools via Teletext (Channel 8, page 720) or through the Internet (www.moe.gov.sg) at the end of each registration phase. Parents are welcome to witness the balloting. The number of applicants by school is updated daily in the Internet and Teletext.
Documents Required for Registration
12 Parents must produce the originals of the documents listed in Annex B at the time of registration. Each child should be registered at only one school. If the child is registered at more than one school, he may lose his place in the school of choice.
13 With reference to Singapore's National Childhood Immunisation Schedule, all children should have completed immunisations for BCG, diphtheria, pertussis, tetanus, poliomyelitis, measles, mumps, rubella and hepatitis B as listed in Annex C before entry into Primary One. Parents should therefore ensure that their children have these immunisations before admission to school. Immunisation can be done at any polyclinic or at any private clinic. If documentary evidence of immunisation is available, it should be produced for inspection at the time of registration.
Statutory Declaration
14 Children under the care of foster parents may register for admission using the address of the foster parents provided:
14.1 both parents are working full-time at the time of making the Statutory Declaration;
14.2 the foster parent is a grandparent of the child or a sibling of either of the child's parents and the foster parent is not employed.
15 For the purpose of registration, the foster parent and one of the child's parents are required to make a statutory declaration at the MOE Customer Service Centre. The statutory declaration can be made from 0800 hours to 1600 hours, Mondays to Fridays and from 0800 hours to 1200 hours on Saturdays, from 8 Jul 2003 to 22 Aug 2003. They should bring with them the following documents:
15.1 identity cards of both parents.
15.2 identity card of foster parent.
15.3 birth certificate of the child to be registered for admission to school.
15.4 documents to prove the relationship between parent and the foster parent.
16 Children who are registered using the foster parent's address and residing within 1 km of the school of choice will not be balloted together with other children residing within 1km of their school of choice. Instead they will be balloted together with children residing within 2 km of the school of choice.
False Information
17 Any false information given by parents during the Primary One Registration Exercise will be referred to the Police for investigation. A child whose parent has been found to have given false information will be transferred out to another school with vacancies.
Foreign Students
18 Children who are neither Singapore Citizens nor Singapore Permanent Residents may register at the schools directly under Phase 3 on Wednesday 3 Sept 2003. Registration in this phase will be done on a first-come-first-served basis.

19 Singaporeans overseas who wish to register their children for Primary One can obtain the application form and a copy of the notes on the registration procedure from the Overseas Missions, Embassies, Singapore Clubs and Associations. The information can also be found on the Internet at www.moe.gov.sg.

@ Should the number of applications exceed the number of vacancies in any phase, places will be balloted according to the following order of priority:

INFORMATION FOR PRIMARY ONE REGISTRATION
IMMUNISATION REQUIREMENTS
With reference to Singapore's National Childhood Immunisation Schedule, all children should have completed the following immunisations before entry into Primary One:

| 3. | Oral Sabin (immunisation against poliomyelitis) | - | 3 doses (at 3, 4 & 5 months) + 1 booster dose (usually given at 18 months) |
| 4. | Measles, mumps, rubella (MMR) | - | 1 dose (usually given at 1 - 2 years) |
| 5. | Hepatitis B | - | 3 doses (usually given at birth, 1 & 5 to 6 months) (Children whose mothers are hepatitis B carriers should have a booster dose at 1 year) |
The School Health Service team will administer the following immunisations to students in Primary One. The immunisation will be administered at the school during the team's annual school visit or the student may be referred to the Student Health Centre for immunisation, if necessary.

Please note that it is not necessary for children to receive the 2nd booster dose for diphtheria, tetanus and poliomyelitis before entering primary school.
