PERFORMANCE INDICATORS OF JUNIOR COLLEGES 1995
1 Since 1992, the Ministry of Education has provided all candidates at the General Certificate of Education (Ordinary level), ie. GCE O-level, with information booklets providing indicative entry grades and other characteristics of all junior colleges (JCs) to help the candidates and their parents make informed decisions in selecting suitable JCs for entry after the GCE O-level Examination.
2 This year, the Ministry has made an adjustment to the set of indicators of performance for JCs. We have decided not to use the indicator "Mean Number of Grades A and B" because another existing indicator, "%AB", is easier to understand and gives an equally good measure of the quality of students' grades (Tables 1 to 3).
3 To give a more informative indication of the JCs' latest intake of students, the Ministry has also provided the "L1R5 Aggregate" for the 1995 intake (Table 4). The "L1R5 Aggregate" is more informative than the "Mean L1R5" as it provides students with an idea of the expected range of cutoff scores for admission to the different JCs in 1996.
4 Together with a JC's fitness data (Table 5), extra-curricular activities (ECA) record, and other activities aimed at the moral and social development of students, these performance indicators provide parents with a comprehensive picture of the JC's ability to maximise their children's potential and provide them an all-round education.
5 Attached is a set of self-explanatory notes and the following tables and charts on the performance indicators for JCs in the 1994 GCE A-level Examination:

EXPLANATION OF TERMS USED IN TABLES
1 NUMBER OF STUDENTS
The performance of junior colleges (JC) is based on students who took the A-level examination for the first time in 1994.
2 MEAN L1R5 AGGREGATE
The aggregate of L1 and relevant 5 subjects (L1R5) is used as a criterion for admission to JCs. For each student, the value for L1R5 is obtained by adding up the grades of the following subjects:
(1) English (or higher mother tongue for Special course students)
(2) Relevant 5 subjects
The computation of the mean L1R5 for a particular JC is based on students who sat the 1994 GCE A-levels for the first time. Students admitted to JCs but did not offer the Singapore-Cambridge GCE O-level examination are excluded from the computation. However, these students are included in other performance indicators.
3 SUBJECT GRADE
(i) Mean
For A-level subjects, students are awarded grades A, B, C, D, E, O or F. For the purpose of computing the mean, a grade A is assigned a value of 1, B a value of 2 and so on. The mean subject grade for a particular college is obtained by adding each of these values for each subject taken and dividing by the total number of subjects taken.
ii) Percent Grades A or B (%AB)
This column shows the percentage of subject entries graded A or B. It is computed by summing all the grades A or B and dividing the sum by the total number of subjects taken.
4 MEAN A-LEVEL POINTS
This column gives the average A-level points obtained by students based on their performance in 3 A-level and 2 AO-level subjects (General Paper and mother tongue language). The maximum number of points is 20 (grade A) for A-level subjects and 8 points (grade 1) for AO-level subjects, giving a maximum total of 76 points.
5 PERCENT PASSED 3 A-LEVELS
This is the percentage of students with at least 3 A-level passes (grades A-E).
6 PERCENT PASSED GENERAL PAPER (%GP)
This column gives the pass rate in GP (grades 1-6) for each JC.
7 AGGREGATE SCORES OF 1995 INTAKE
A new table has been added this year to show the intake of each JC in 1995. The purpose of this table is to inform parents and students the L1R5 aggregate scores of those admitted to each JC this year. There are two sets of aggregate scores for each course of study: the first set is for ordinary students who are not eligible for any bonus points and the second is for students from feeder schools, those provisionally admitted and Special-course students. These students can get up to 4 bonus points for the purpose of applying to a college of their choice.
8 FITNESS INDEX
In Table 5, the Fitness Index (FI) of each JC is based on the height and weight measurements of its students in JC1 and JC2 and their performance in the NAPFA test. The FI is defined as the average of :
(i) the percentage of students within the acceptable weight range according to the Weight for Height Table compiled by School Health Service, and
(ii) the percentage of students who pass the NAPFA test.
The acceptable weight range is from 80% to below 120% of standard weight.
9 PHYSICAL FITNESS PERCENTAGE
This column gives the percentage of students who passed the National Physical Fitness Award (NAPFA) test in 1994. Medically unfit students are exempted from taking the test. The NAPFA test consists of 6 test items developed by the Sports Medicine and Research Centre of the Singapore Sports Council in 1981.
10 OVERWEIGHT PERCENTAGE
The column shows the percentage of students who were overweight by 20% or more in 1994 according to standards provided by the Ministry of Health.
