MOE Re-organises the Professional Wing to Better Deliver Student-centric, Values-driven Education

The Ministry of Education (MOE) has reviewed its organisation structure and processes to deepen professional expertise and better deliver a holistic and values-driven education. This is in line with the emphasis given to values and character development made at the recent MOE Work Plan Seminar. The changes to the organisational structure of the Professional Wing1 will take effect from 15 December 2011.

Three new Deputy Director-General of Education (Deputy DGE) posts will be created to strengthen the Professional Wing’s senior leadership team. Mdm Low Khah Gek will be appointed as Deputy DGE (Schools) cum Director of Schools to oversee operations and management of schools. Mr Wong Siew Hoong will be appointed as Deputy DGE (Curriculum) to oversee the overall curriculum. The Director General of Education (DGE), Ms Ho Peng, will cover the work of Deputy DGE (Professional Development) who will oversee the professional development of all education officers, while driving a strong professional ethos and standards in the service.

Towards Student-Centric, Values-Driven Education

To better meet the needs of schools in delivering a student-centric and values-driven education, MOE will establish the Student Development Curriculum Division (SDCD). The new division will pull together expertise from within the Ministry and give greater focus on areas such as character and citizenship, values education and co-curricular activities. The Division will develop a Character and Citizenship framework by building on existing programmes in National Education, Co-curricular Activities, and Civics and Moral Education. SDCD will work with schools to co-create a new and coherent CCE curriculum, comprising a core national curriculum and complemented by school-initiated programmes.

Better Support for Schools in Delivering Holistic Education

Schools are the centre of action in our education system, and MOE will continue to empower our schools and enable our teachers. To provide greater support to schools, MOE will set up a Programme Coordination Office (PCO) to enhance the coordination and integration of initiatives within MOE. It will also look into the prioritisation and pacing of initiatives to be implemented by schools.

Enhancing Partnerships with Parents and the Community

Recognising the critical role parents and the community play in the education of our children, MOE will set up a new Partnerships in Education Office (PEO) to enhance constructive engagement of parents and public consultation on education issues. The office will also support our schools in parent engagement efforts, and engage the community through establishment of community networks.

The other two Wings, the Policy and Services Wings, work with the Professional Wing to oversee issues ranging from general education policy, finance to personnel.
