4th LANGUAGE ELECTIVE PROGRAMME (CHINESE) CENTRE TO BE SET UP IN 2006

1.                   The 4th Language Elective Programme (Chinese) [LEP(C)] Centre will be set up in 2006 at Jurong Junior College (JJC).  Minister for Education Mr Tharman Shanmugaratnam announced this on 9 April 2005 at the book launch of Volume 5 of the “Write” series and the founding ceremony of the Society for the Promotion of Young Writers held at the National University of Singapore.

Rationale for a 4th Language Elective Programme (Chinese) Centre

2.                  Currently, three centers offer LEP(C) at the Pre-University level, namely, Hwa Chong Institution (HCI) (formed from the merger of Hwa Chong Junior College and The Chinese High School), Nanyang Junior College (NYJC) and Temasek Junior College (TJC).

3.                   In Nov 2004, the Chinese Language Curriculum and Pedagogy Review Committee (CLCPRC) recommended the extension of LEP(C) to another          suitable junior college so as to provide a larger pool of students who may consider studying Chinese Language (CL) in university.

4.             Founded in 1981, JJC strongly believes in developing students into individuals who have sound moral principles and are equipped with the edupreneurial, intellectual, social and leadership skills to meet the challenges of the 21st century. Over the years, this has been achieved through a combination of academic and non-academic programmes aimed at instilling core values, key competencies and a sense of national and civic responsibility in students.

5.             The Languages Department at JJC has built up a number of strong language-based programmes over the years.  For instance, it organised the first ever International Chinese Riddles Competition (国际学生灯谜观摩赛) in July 2004 with participants from well-known secondary schools in China, Taiwan, Hong Kong , Malaysia and Singapore.  In April 2004, the Department introduced Cultural Studies ( 文化课程), a 10-week programme with a different thematic focus each week (e.g. Chinese History, Chinese Music). The Department’s recent publication, Zhuo Zhi Ji (茁之集), contains poetry, narratives, articles and book reviews written by students and teachers.

6.             In January 2005, the Languages Department launched its home-grown Tourism Studies (趣向旅游文化课程)module for JC2 students interested in guiding tourists from China. While emphasising recent developments in China, the module also strengthens students’ understanding and meaningful grasp of the critical aspects of our local context and culture.

Background on Language Elective Programme (Chinese)

7.             The LEP(C) was first implemented in 1990. It aims at nurturing the language talent of students who have an aptitude for CL so that they can attain a higher level of proficiency and a better understanding of Chinese Language and Literature. It also allows academically able students to become effectively bilingual so as to better serve the nation.

8.             The LEP(C) is a two-year programme which prepares students for the GCE ‘A’ Level Higher Chinese (HCL) with the option to offer HCL Special Paper. The course includes the study of classical and modern literature (poetry, prose, novels, and drama) and Chinese culture.

9.             The LEP(C) provides a wide range of activities to enhance writing skills and a greater interest in the learning of CL. The activities include:

·           Overseas immersion programmes

·           Creative writing camps

·           Publication of literary works

·           Project work

·           Visits to exhibitions and places of interest

·           Talks, forums and discussions with Chinese writers

10.        Students who wish to apply must have good results, both in CL-related subjects and overall, in their Secondary 4 preliminary examination/GCE ‘O’ Level examination. Students selected for the LEP(C) are granted two bonus points for admission to junior college.

11.       Outstanding students selected for LEP(C) are considered for the Language Elective Scholarships (Chinese) if they are Singapore citizens, Singapore permanent residents or children of Singapore citizens.

12.       The first two LEP(C) Centres in Hwa Chong Junior College and Temasek Junior College were set up in 1989. The third LEP(C) Centre was set up at Nanyang Junior College in 1999.
