PROVIDING GREATER ADMINISTRATIVE SUPPORT TO SCHOOLS
1. MOE will be creating a Vice-Principal (Administration) position to assist school principals from June 2005. With more resources and greater autonomy given to schools, there is a need to build up strategic and resource planning capabilities to enable effective management of school resources.
2. The Vice-Principal (Administration) position will assist the Principal in the following areas:
a. Strategic planning for the school;
b. Manage human resource, finance, estate and general administration
matters;
c. Review and implementation of infrastructure and IT; and
d. Support Innovation & Enterprise and quality initiatives.
3. The Vice-Principal (Administration) reports directly to the Principal. He/she will supervise the Administration Managers, Operation Managers and other executive and administrative staff in the school.
4. The new Vice-Principal (Administration) position will be created on a demand basis, and not as a standard establishment across all schools. The first batch of Vice-Principal (Administration) will be appointed in June this year. The new Vice-Principal (Administration) posts will be drawn from the existing staff and mid-career entrants.
Background
5. Currently, every school has a group of executive and administrative staff who perform critical manpower, finance and other corporate functions in our schools. These staff are currently headed by Administration Managers and Operation Managers. They play a critical role to ensure that our schools operate smoothly and effectively.
6. To better enable schools and teachers, MOE, in the recent years, has given schools greater autonomy as well as more resources. Some of the wide-ranging measures which were announced by the government last year to provide more resources to support our teachers include providing more teachers to primary schools, secondary schools and the JCs/CI over the next five years and giving all schools more manpower grant to buy services to supplement their manpower needs.
