Applications Under Joint Admissions Exercise to JCs, Polytechnics, Centralised Institute and Institute of Technical Education

The Ministry of Education (MOE) conducts a Joint Admissions Exercise (JAE) each year to allow holders of Singapore-Cambridge GCE ‘O’ Level certificates to apply for admission to courses offered by junior colleges, the centralised institute, polytechnics and the Institute of Technical Education (ITE). The JAE registration will commence on the same day as the official announcement of the 2004 Singapore-Cambridge GCE ‘O’ Level Examination results. The JAE registration period is 5 working days.

For 2005, MOE has enhanced JAE such that applications for courses are submitted fully online, using the JAE Internet System (JIS).  JIS provides one-stop online service, enabling all eligible individuals to apply online for courses offered under the JAE. JIS is accessible through the JAE website at www.moe.gov.sg/esp/schadm/jae. Applicants are required to have the following:
a. Internet access; and
b. SingPass

Students who participated in the 2004 Singapore-Cambridge GCE ‘O’ Level Examination had been notified of the change in the application procedure through briefings conducted by the secondary schools in November 2004.  MOE had also sent out a reminder notification in February 2005 to all students involved.

MOE has received feedback/queries on applications under JAE. We would like to clarify some points on the use of SingPass and payment methods in the application process.

SingPass

In order to access JIS, applicants will require a valid SingPass, which is issued by the CPF Board.

From March 2003 till April 2004, SingPass was automatically issued to Singaporean citizens and Permanent residents who registered for their identity cards at the age of 15. Most students who sat for their 'O' levels last year were already issued their SingPass. A SingPass issuance exercise was also conducted on 24 Dec 2004 to those 2004 'O' level takers who were previously not issued a SingPass when they reached 15 years of age.

Students who do not have a SingPass or have forgotten their SingPass number can apply in person at the designated SingPass request counters. They will be issued a SingPass on the spot.

Internet Access

Students without Internet connection or PCs at home may visit any institutions participating in JAE (viz. all JCs, Centralised Institute, polytechnics, and selected ITE campuses). They have made available some internet PCs for use. Alternatively, they may also visit any other locations e.g. Community Clubs, Internet cafes etc, that have computer terminals for public access.

Payment Methods

Applicants are encouraged to make the payment for the JAE application fee through e-payment modes. There are 3 e-payment modes available: credit/debit cards, internet banking and FlexiPay.

If students are unable to make the payment through e-payment modes, they can still submit their course applications through the JAE internet system. They can make their payments to MOE later, by mailing a cheque to MOE (make payable to “The Accountant General, Singapore”, indicate at the back of the cheque their name, NRIC and “payment for JAE”, send to c/o MOE Customer Service Centre, 1 North Buona Vista Drive, Singapore 138675) or pay by cash/NETS/Cashcard physically at MOE Customer Service Centre (at 1 North Buona Vista Drive, Singapore 138675) by 15 April 05. For any queries, the public can call MOE's hotline at 6872-2220.

As the MOE Customer Service Centre is likely to be crowded during this period, we advise students, who wish to make cash payments physically at MOE, to come after the registration period, between 7 March 05 – 15 April 05.

Q&A FOR APPLICANTS

Q1. When will the JAE be conducted?

A1. The JAE registration period is 5 working days, starting from 3.00 pm on 28 February 2005 until 4.00 pm on 4 March 2005.

Q2. Which groups of students are allowed to apply for JAE courses online?

A2. All school candidates who sat for GCE ‘O’ Level in 2004 or Singapore Citizens/Permanent Residents with valid GCE ‘O’ Level results are eligible to participate in the JAE.

Q3What is required for online application?

A3. Eligible applicants are required to have the following for online application:
a. Internet access and
b. SingPass;

Q4If I do not have computer access to internet, how do I make my application?

A4. You may visit any institutions participating in JAE (viz. all JCs, Centralised Institute, polytechnics, and selected ITE campuses), which will make available some internet PCs for use. Alternatively, you can also visit any other locations e.g. Community Clubs, Internet cafes etc, that have computer terminals for public internet access.

Q5. If I do not have a SingPass (or have forgotten my SingPass number), how do I get one (or reset my SingPass)?

A5. You can apply for a SingPass by going to any of the 26 designated SingPass request counters, such as Community Development Councils (CDCs), CPF office and IRAS. Detailed locations can be obtained from http://www.ecitizen.gov.sg/singpass/counter_locations.htm. You should bring your NRIC/Student Pass. You will receive your SingPass on the spot
If you are a foreign student, you should bring Student Pass and passport when applying for the SingPass. You will similarly receive your SingPass on the spot.

Q6 How do I pay the application fee if I do not use electronic payment modes? Can I still make my course application through the JAE internet system?

A6. Yes, you can still submit your course applications through the JAE internet system. You can then make your payment to MOE later, by either:

(i) mailing a cheque to MOE   (make payable to “The Accountant General, Singapore”, indicating your name, NRIC and “payment for JAE” at the back of the cheque , and send to c/o MOE Customer Service Centre, 1 North Buona Vista Drive, Singapore 138675); or
(ii) paying by cash/NETS/Cashcard at MOE Customer Service Centre (at 1 North Buona Vista Drive, Singapore 138675).

As payment need only be made by 15 April 05, we advise students who wish to make cash payments physically at MOE, to come after the registration period, between 7 March 05 – 15 April 05.
