REGISTRATION OF CHILDREN FOR ADMISSION TO
PRIMARY ONE IN 2005


        The registration of children for admission to Primary One classes in 2005 will be carried out from Tuesday, 6 July 2004, to Thursday, 2 September 2004.  The dates for the different phases of registration are given at Annex A .

2      All primary and full schools will be open for registration from 0800 hours to 1100 hours and from 1430 hours to 1630 hours during the registration period.

Implementation of Smaller Class Size for Primary 1 and Partial Single Session

3      From 2005, MOE will reduce the Primary One class size from the current 40 to 30 in all government schools. Concurrently, MOE will also begin transiting schools towards partial single session over the next 10 years, where the Primary Three to Primary Six classes will be in one session while the Primary One and Primary Two classes will be in the other session. These changes were announced at the Committee of Supply debate in March 2003.

4      The smaller class sizes for Primary One will ensure that younger students, who need more assistance, can get more individualised attention and supervision from teachers. The partial single session which will be gradually implemented over the next 10 years will eventually allow Primary Three to Primary Six students to benefit from the additional freed-up school facilities for enrichment programmes and CCA .

5      These initiatives will mean some reduction in Primary One places in certain primary schools. This reduction will be phased in gradually to give schools ample time to adjust to the changes.

6      However, there will be sufficient school places for all eligible P1 students in each planning area and across the entire primary school system. No child who is eligible for P1 will be denied a place in school.

Age Requirement

7      Children born between 2 January 1998 and 1 January 1999 (both dates inclusive) may be registered for Primary One classes in 2005.  Children born between 2 January 1996 and 1 January 1998 (both dates inclusive), who have not previously been registered for Primary One classes, may also be registered for admission to school in 2005.

Compulsory Education

8      Under the Compulsory Education Act, Singapore Citizens born after 1 January 1996 and residing in Singapore are required to attend national primary schools regularly. Thus, a child born between 2 January 1998 and 1 January 1999 has to be registered at the 2004 Primary One Registration Exercise for admission to Primary One in January 2005.

9      If a child is assessed as being not ready or suitable for Primary One on medical grounds, a parent may seek approval from the Compulsory Education Unit for deferment of registration. Application can be made using the relevant form available on the Ministry of Education (MOE)’s website (www.moe.gov.sg) or at the MOE Customer Service Centre at 1 North Buona Vista Drive (Tel: 6872-2220).

Registration Procedures

11     Parents registering their children under Phase 1 may do so through the older sibling in the school.  The registration of a child under Phase 2A(1) to 2C Supplementary is to be done at the school of choice by the parent or by a person authorized by the parent in writing.

Allocation of Places

12     Children will be allocated places in the school according to the order of priority spelt out in the Registration Scheme at Annex A .  Balloting will be conducted should the number of applications exceed the number of vacancies from Phase 2A(1) to Phase 2C Supplementary.

13     At the end of Phase 2A(2), 50% of the remaining places in each school will be allocated for Phase 2B registrants in the school and the other 50% for Phase 2C registrants. If the number of qualifying applicants in Phase 2B exceeds the 50% cap, successful applicants will be determined first by proximity category of residence to the school and then by ballot. In the event that the allocated places for Phase 2B is not taken up, the remaining vacancies will be carried forward to Phase 2C.

14     MOE will post children who are unsuccessful in obtaining a Primary One place in a school of their choice at the end of Phase 2C Supplementary of the registration exercise to schools near their homes that still have vacancies.

Announcement on Balloting and Vacancies

16     Parents can find out which schools will be conducting balloting via Teletext (Channel 8, page 720) or through the Internet (www.moe.gov.sg) at the end of each registration phase.  Parents are welcome to witness the balloting.  The number of applicants for each school is updated daily on the Internet and Teletext.

Documents Required for Registration

17     Parents must produce the originals of the documents listed in Annex B  at the time of registration.  Each child should be registered at only one school at any one time.  If the child is registered at more than one school, he may lose his place in the school of choice.

18     With reference to Singapore’s National Childhood Immunisation Schedule, all children should have completed immunisations for BCG, diphtheria, pertussis, tetanus, poliomyelitis, measles, mumps, rubella and hepatitis B as listed in Annex C  before entry into Primary One. Parents should therefore ensure that their children have these immunizations before admission to school. Immunization can be done at any polyclinic or at any private clinic. If documentary evidence of immunization is available, it should be produced for inspection at the time of registration.

Statutory Declaration

19     Children under the care of foster parents may register for admission using the address of the foster parents provided:

        19.1    both parents are working full-time at the time the statutory declaration was made;

        19.2    the foster parent is a grandparent of the child or a sibling of either of the child's parents and the foster parent is not employed.


20     For the purpose of registration, the foster parent and one of the child's parents are required to make a statutory declaration at the MOE Customer Service Centre. The statutory declaration can be made from 0800 hours to 1600 hours, Mondays to Fridays and from 0800 hours to 1200 hours on Saturdays, from 6 Jul 2004 to 20 Aug 2004.  They should bring with them the following documents:


        20.1    identity cards of both parents.

        20.2    identity card of the foster parent.

        20.3    birth certificate of the child to be registered for admission to school.

        20.4    documents to prove the relationship between parent and the foster parent.

21     Children who are registered using a foster parent’s address and residing within 1 km of the school of choice will not be balloted together with other children residing within 1km of their school of choice.  Instead they will be balloted together with children residing within 2 km of the school of choice.

False Information

22      Any false information given by parents during the Primary One Registration Exercise will be referred to the Police for investigation.  A child whose parent is found to have given false information will be transferred out.

Foreign Students

23     Children who are neither Singapore Citizens nor Singapore Permanent Residents may register at the schools directly under Phase 3 on Thursday 2 Sept 2004. Registration in this phase will be done on a first-come-first-served basis.

Information For Singaporeans Who Are Overseas

24      Singaporeans who are overseas and who wish to register their children for Primary One can obtain the application form and a copy of the notes on the registration procedure from the Overseas Missions, Embassies, Singapore Clubs and Associations.  The information can also be found on the Internet at  www.moe.gov.sg.

26     Annex E  gives a list of registration centres for new and relocated schools.

Information for the Public

27     Information booklets on the 2005 Primary One Registration Exercise have been distributed to kindergartens and childcare centres.  The booklets are also available at the MOE Customer Service Centre.


Annex A

PRIMARY 1 REGISTRATION EXERCISE 2004

CATEGORY 1@ CHILDREN WHO ARE SINGAPORE CITIZENS OR SINGAPORE PERMANENT RESIDENTS

Phase 1   For a child who has a sibling studying in the school of choice.

Registration : Tue 6 Jul 2004 and Wed 7 Jul 2004
All children registered under this phase will be given places in schools.

Phase 2A1
For a child whose parent is a former student of the school and who has joined the alumni association as a member not later than 30 Jun 2003; or whose parent is a member of the School Advisory/Management Committee.

Registration : Fri 9 Jul 2004
Announcement of result : By Tue 13 Jul 2004

Phase 2A2
For a child whose parent or sibling has studied in the school of choice; or whose parent is a staff member of the school of choice.

Registration : Thu 15 Jul 2004 and Fri 16 Jul 2004
Announcement of result : By Tue 20 Jul 2004

Phase 2B*
For a child whose parent has joined the school as a parent volunteer not later than 1 Jul 2003 and has given at least 40 hours of voluntary service to the school by 30 Jun 2004; or whose parent is a member of the church/clan directly connected with the school; or whose parent is endorsed as an active community leader.

Phase 2C
For a child who is ineligible for or unsuccessful in earlier phases.

For a child who is unsuccessful in gaining a place in a school of choice at Phase 2C.

CATEGORY 2# CHILDREN WHO ARE NEITHER SINGAPORE CITIZENS NOR SINGAPORE PERMANENT RESIDENTS

Phase 3
For a child who is neither a Singapore Citizen nor a Permanent Resident.

Registration & Announcement of result : Thu 2 Sept 2004

The hours of registration are from 0800 hours to 1100 hours and from 1430 hours to 1630 hours.

@ Should the number of applications exceed the number of vacancies in any phase, places will be balloted according to the following order of priority:

  1. Children living within 1 km of the school of choice.
  2. Children living within 2 km of the school of choice.
  3. Children living outside 2 km of the school of choice.

* At the end of Phase 2A(2), 50% of the remaining places will be allocated for Phase 2B and the other 50% for Phase 2C registrants in a school. In the event that less than 50% of the allocated vacancies is taken up at Phase 2B, the remaining vacancies will be carried forward to Phase 2C.

# Children who are Singapore Citizens or Singapore Permanent Residents and who have not registered at any of the earlier phases are also eligible to register at this phase. Registration in this phase will be done on a first-come-first-served basis.

Annex B

DOCUMENTS REQUIRED AT THE TIME OF REGISTRATION

  1. For Children who are Singapore Citizens
    1. The child's Singapore Birth Certificate.
    2. The child's Singapore Citizenship Certificate for those who are not Singapore Citizens at the time of birth.
    3. Singapore NRICs of both parents or Entry/Re-entry Permits of parents if they do not possess a Singapore NRIC.

  2. For Children who are Singapore Permanent Residents
    1. The child's Entry/Re-entry Permit. This information can be found in the parent's Entry Permit or passport if the child's photograph appears in the parent's travel document.
    2. Singapore NRICs of both parents or Entry/Re-entry Permits of parents if they do not possess a Singapore NRIC.

  3. For Children who are Non-Singapore Citizens and Non-Singapore Permanent Residents
    1. The child's Birth Certificate.
    2. The child's Passport and Dependant Pass (if applicable).
    3. Parents' travel documents/Singapore NRICs/Entry or Re-entry Permits/Employment Passes/Work Permits.

  4. Immunization Certificates
    All parents must produce immunization certificates (diphtheria, pertussis, tetanus, poliomyelitis, mumps, rubella, measles, hepatitis B and BCG) of their children, if available.

  5. Letter of Authorization
    Parents may issue a letter of authorization to their relatives or friends to register their children. The letter of authorization and the relevant documents required for a particular phase are sufficient for registration purposes. If the originals of the documents are not available, certified true copies will be accepted. However, the originals of the documents must be produced for verification by the school before 3 Jan 2005.

  6. Statutory Declaration
    A statutory declaration is required if parents wish to use the address of a foster parent. Parents must have made a statutory declaration at the Ministry of Education and present documentary proof of this when registering the child at a school of choice.

  7. For Registration under Phase 2A(1)
    In addition to the documents listed in A to D, a letter from the school Principal certifying the status (eg. member of the School Advisory/Management Committee, or former student of the school and letter from the school's alumni association) of the parent should also be provided. This letter is to be retained by the school until the child has completed Primary Three.

  8. For Registration under Phase 2A(2)
    In addition to the documents listed in A to D, a letter from the school Principal certifying the status (eg. staff or former student of the school) of the parent, brother or sister should also be provided. This letter is to be retained by the school until the child has completed Primary Three.

  9. For Registration under Phase 2B
    In addition to the documents listed in A to D, a letter from the organisation to certify that the parent is a member of the organisation directly connected to the school should also be provided. This letter is to be retained by the school until the child has completed Primary Three.

  10. For registration using address of yet-to-be completed property
    An original Sales and Purchase document is required if parents wish to use the address of a yet-to-be completed property for registration. A copy of this document is to be retained by the school. Parents using the yet-to-be completed property address for registering their child in a school of choice must move into the new property within two years of the child's entry into Primary One.

Annex C

INFORMATION FOR PRIMARY ONE REGISTRATION

IMMUNISATION REQUIREMENTS

With reference to Singapore's National Childhood Immunisation Schedule, all children should have completed the following immunisations before entry into Primary One:

1. BCG - 1 dose (usually given at birth)

2. Diphtheria, Pertussis & Tetanus - 3 doses (usually given at 3, 4 & 5 months) +1 booster dose (usually given at 18 months)

3. Oral Sabin (immunisation against poliomyelitis) - 3 doses (at 3, 4 & 5 months) + 1 booster dose (usually given at 18 months)

4. Measles, mumps, rubella (MMR) - 1 dose (usually given at 1 – 2 years)

5. Hepatitis B - 3 doses (usually given at birth, 1 & 5 to 6 months)
(Children whose mothers are hepatitis B carriers should have a booster dose at 1 year)

The School Health Service team will administer the following immunisations to students in Primary One. The immunisation will be administered at the school during the team's annual school visit or the student may be referred to the Student Health Centre for immunisation, if necessary.

1. Diphtheria, Tetanus - 2nd booster

2. Oral Sabin - 2nd booster

Please note that it is not necessary for children to receive the 2nd booster dose for diphtheria, tetanus and poliomyelitis before entering primary school.
