96% of Pupils have Registered in 2002 Primary One Registration Exercise
1 The Primary One Registration Exercise for admission in Jan 2003 ended on 28 Aug 02. 1973 Singapore citizens born between 2 Jan 96 and 1 Jan 97 did not participate in the registration exercise. They account for about 4% of the total cohort.
2 The process of tracking the non-registrants began in mid-Sep 02. Letters were sent out to parents who did not register their children in any school and did not seek exemption or deferment from the Ministry, urging them to register their children for 2003 Primary One classes.
3 Since late Oct 02, MOE has been sending Liaison Officers (LOs) to visit families that did not respond to our letters. The roles of the LOs are to find out the reasons for non-registration and to facilitate school admission by providing the necessary information, such as schools with vacancies. Where required, LOs can also provide information on the relevant Voluntary Welfare Organisations (VWOs) that the families could turn to for assistance.
4 The LOs are still visiting families. As at now, the breakdown of the non-registration cases is shown below.

5 MOE is glad to note that a very high proportion of the Singaporean children eligible for Primary One in 2003 have registered for national schools. We have so far not encountered any case where parents did not want to send their children to schools because of indifference or financial problems.
