The Sustained Achievement Award and the Best Practice Award 2002

    The Ministry of Education's (MOE) Masterplan of Awards was instituted in late 1998. This system of awards is part of the implementation of the School Excellence Model (SEM), which provides a holistic approach to education with equal emphasis on processes as well as results.

2. The Sustained Achievement Award (SAA) and the Best Practice Award (BPA) are the middle-level awards under this Masterplan of Awards. While the SAAs reward schools that have excellent results in different areas over a period of time, the BPAs give recognition to schools with effective practices and systems that lead to desirable academic and non-academic educational outcomes.

3. The first SAAs were given in 1999. There are 5 categories of SAA. They are:

Academic Value-added
Arts
Physical Fitness
Sports
Uniformed Group

4. The first BPAs were given in 2001. There are 4 categories of BPA. They are:

Organisational Effectiveness
Student All-round Development
Staff Well-being
Teaching and Learning

 

Sustained Achievement Award Winners 2002

5. This year, a total of 138 SAAs will be given out to 104 schools. This comprises 46 Primary Schools winning 49 SAAs, 50 Secondary Schools winning 75 SAAs and 8 Junior Colleges winning 14 SAAs. Compared to 2001, this is an increase of 36 awards and 21 schools. Overall, the figure of 104 schools winning 138 SAAs in 2002 represents a significant rising trend as compared to 83 schools winning 102 SAAs in 2001 and 68 schools winning 90 SAAs in 2000. The winners will receive their awards from the Minister for Education at the 2002 MOE Workplan Seminar on 18 September.

PRIMARY SCHOOLS

6. A total of 49 SAAs - 1 for Arts, 6 for Sports and 42 for Physical Fitness - will be given out to 46 Primary Schools. This is an increase of 8 awards and 9 schools over the previous year.

7. The first-time SAA winners* are Ai Tong, Canossa Convent Primary, Chongfu Primary, Da Qiao Primary, East View Primary, Huamin Primary, Maris Stella High (Pri), Naval Base Primary, Park View Primary and Rivervale Primary. Among the repeat winners, 11 schools are winning the SAA for the fourth time. They are CHIJ (Bukit Timah), CHIJ (Kellock), CHIJ St Nicholas Girls' (Pri), Methodist Girls' (Pri), Peiying Primary, Qiaonan Primary, Singapore Chinese Girls' Primary, Temasek Primary, Townsville Primary, Yishun Primary and Yu Neng Primary. Of the 11 fourth time winners, CHIJ (Kellock) and Singapore Chinese Girls' Primary will each receive 2 SAAs. The details are given in Table 1.

SECONDARY SCHOOLS

8. A total of 75 SAAs - 6 for Arts, 7 for Sports, 37 for Uniformed Group, 5 for Academic Value-added and 20 for Physical Fitness - will be given out to 50 Secondary Schools. This is an increase of 25 awards and 12 schools over the previous year.

9. The first time SAA winners* are Bukit Batok Secondary, Fairfield Methodist Secondary, Fajar Secondary, Hai Sing Catholic, Nan Hua Secondary, Ngee Ann Secondary, Queenstown Secondary, Serangoon Garden Secondary, Serangoon Garden Technical, St Gabriel's Secondary, St Hilda's Secondary, Swiss Cottage Secondary, Upper Serangoon Secondary and Woodlands Secondary. Among the repeat winners, 23 schools are winning the SAA for the fourth time. Of the 23 fourth time winners, Anglican High, Dunman High, Methodist Girls' School, Raffles Girls' School (Secondary), Raffles Institution, River Valley High and The Chinese High will receive 3 SAAs each, Nanyang Girls' High will receive 4 SAAs. The details are given in Table 2.

JUNIOR COLLEGES

10. A total of 14 SAAs - 3 for Arts, 3 for Sports and 8 for Physical Fitness - will be given out to 8 Junior Colleges. Of the 6 fourth time winners, Anglo-Chinese Junior College and Temasek Junior College will receive 2 SAAs and Hwa Chong Junior College and Raffles Junior College will receive 3 SAAs. The details are given in Table 3.

* Schools that are winning the SAA for the first time and have not won any SAA in other categories in previous years.  

Best Practice Award Winners 2002

11. This year, one Junior College and two Secondary Schools will each receive one BPA. They are Raffles Junior College, CHIJ Katong Convent and Crescent Girls' School. The details are given in Table 4.
