COMMITTEE TO REVIEW UPGRADING OPPORTUNITIES AT DEGREE LEVEL SUBMITS REPORT TO MOE

 

1.      The Committee to Review Upgrading Opportunities at Degree Level has completed its review and submitted a report to the Ministry of Education with recommendations to set up a 4th university.

2.      Based on its consultation with key stakeholders and observations gathered from visits to a number of overseas universities with a technological bias, the Committee has recommended that a 4th University be established to meet the upgrading needs of both the economy and its people, and to bring our graduate manpower profile more in line with that of other developed economies.

3.      Within the current university landscape, the Committee was of the view that the 4th University should differentiate itself by defining a niche focus. It recommended that the 4th University should be a teaching-focused university with a bias in the technological and applied sciences. It should maintain strong links with industry, focus on applied research that is relevant to industry and be responsive to changing economic needs. The Committee also recommended that the 4th University should play a major role in providing more Continuing Education and Training (CET) opportunities for the upgrading needs of the workforce. A summary of the Committee's recommendations is at Annex A.

NEXT STEPS

4.      With the on-going deliberations by the Economic Review Committee to propose a new economic strategy for Singapore, there is a need to review the long-term structure of our university sector to better serve the needs of our economy. Dr Ng Eng Hen, Minister of State (Education and Manpower), will lead an inter-ministry study, comprising the Ministry of Education, the Ministry of Manpower, the Ministry of Trade & Industry and the Economic Development Board, to conduct this review. The review will also factor in the recommendation for a 4th University in its deliberations. This review is targeted for completion by the end of 2002. The recommendation on the long-term structure of the university sector, together with a proposed course of action on the 4th University, will then be submitted to the Government for consideration.

BACKGROUND

5.      Deputy Prime Minister and Minister for Defence Dr Tony Tan announced in December 2000 that a high-level Committee would be set up to look into the need and possible options for training more university graduates with a strong industry and practice orientation, and also for providing upgrading opportunities for more Singaporeans.

6.      The Committee to Review Upgrading Opportunities at Degree Level was formed in February 2001. The Committee, chaired by Mr Peter Chen, former Senior Minister of State (Education and Trade & Industry), comprised representatives from the private and public sectors, as well as representatives from the Institutions of Higher Learning (see Annex B).

To be innovative in curriculum planning and resource allocation, and develop structures to achieve this whilst organising faculty around department groupings based on disciplines, with Colleges to provide core programmes, and a dedicated Centre to run modules in the soft skills and provide a variety of relevant electives.

To offer B.Eng and B.Sc degrees with an award of the Major specialization indicated in the degree qualification.

To design a curriculum and pedagogy for a core discipline programme that trains students who are highly skilled, but with sufficient breadth and depth of knowledge to enable better competence and enhance potential
