REGISTRATION OF CHILDREN FOR ADMISSION TO
PRIMARY ONE CLASSES IN 2002

 

Schedule of Registration

        Registration of children for admission to Primary One classes in 2002 will be carried out from Tuesday, 3 July 2001 to Wednesday, 29 August 2001. The dates for the different phases of registration are given at Annex A.

2     All primary and full schools will be open for registration from 0800 hours to 1100 hours and from 1430 hours to 1630 hours during the registration period.

Registration Procedures

3     Parents registering their children under Phase 1 are not required to register at the school as applications will be done through the older sibling in the school. The registration of a child under Phase 2A(1) to 2C Supplementary is to be done at the school of choice by the parent or by a person authorised by the parent in writing.

Age Requirement

4      Children born between 2 January 1995 and 1 January 1996 (both dates inclusive) may be registered for Primary One classes in 2002. Children born between 2 January 1993 and 1 January 1995 (both dates inclusive), who have not previously been registered for Primary One classes, may also be registered for admission to school in 2002.

Allocation of Places

5     Children will be allocated places in the school according to the priority spelt out in the Registration Scheme at Annex A. Balloting will be conducted should the number of applications exceed the number of vacancies in any phase.

6     At the end of Phase 2A(2), 50% of the remaining places in each school will be allocated for Phase 2B registrants in the school and the other 50% for Phase 2C registrants. If the number of qualifying applicants in Phase 2B exceeds the 50% cap, successful applicants will be determined first by proximity of residence to the school and then by ballot. In the event that the allocated places for Phase 2B is not used up, the remaining vacancies will be carried forward to Phase 2C.

7     Children who are unsuccessful in obtaining a Primary One place in a school of their choice at the end of Phase 2C Supplementary of the registration exercise will be posted by the Ministry of Education to schools near their homes which still have vacancies.

Announcement on balloting and vacancies

8     Parents can find out which schools will be conducting balloting as well as the vacancy position in individual schools from the Teletext (Channel 8, page 270) or through the Internet (www.moe.edu.sg) at the end of each registration phase. Parents are welcome to witness the balloting. The number of applicants by school is updated daily on the Internet and Teletext.

Documents Required for Registration

9     Parents must produce the originals of the documents listed in Annex B at the time of registration. Each child should be registered at only one school. If the child is registered at more than one school, he may lose his place in the school of choice.

10   With reference to Singapore's Childhood Immunisation Schedule, all children should have completed immunisations for BCG, diphtheria, pertussis, tetanus, poliomyelitis, measles, mumps, rubella and hepatitis B as listed in Annex C before entry into Primary One. Parents should therefore ensure that their children have these immunisations before admission to school. Immunisation can be done at any polyclinic or private clinic. If documentary evidence of immunisation is available, it should be produced for inspection at the time of registration.

Statutory Declaration

11   Children under the care of foster parents may register for admission using the address of the foster parents provided:

11.1   both parents are working full-time at the time of making the Statutory Declaration;

11.2   the foster parent is a grandparent of the child or a sibling of either of the child's parents and the foster parent is not employed.

12   For the purpose of registration, the foster parent and one of the child's parents are required to make a statutory declaration at the MOE Customer Service Centre, Ministry of Education, 1 North Buona Vista Drive. The statutory declaration can be made from 0900 hours to 1600 hours, Mondays to Fridays and from 0900 hours to 1200 hours on Saturdays, from 3 Jul 2001 to 17 Aug 2001. They should bring with them the following documents:

12.1   identity cards of both parents.

12.2   identity card of foster parent.

12.3   birth certificate of the child to be registered for admission to school.

12.4   documents to prove the relationship between parent and the foster parent.

13   Children who are registered using the foster parent's address and residing within 1 km of the school of choice will not be balloted together with other children residing within 1km of their school of choice. Instead they will be balloted together with children residing within 2 km of the school of choice.

False Information

14   Any false information given by parents during the Primary One Registration Exercise will be referred to the Police for investigation. A child whose parent has been found to have given false information will be transferred out to another school with vacancies.

Foreign Students

15   Children who are neither Singapore Citizens nor Singapore Permanent Residents may register at the schools directly under Phase 3 on Wednesday 29 Aug 2001.

Information For Singaporeans Overseas

16   Singaporeans overseas who wish to register their children for Primary One can obtain the application form and a copy of the notes on the registration procedure from the Overseas Missions, Embassies, Singapore Clubs and Associations. The information can also be found on the Internet at www.moe.edu.sg.

17   Annex D gives a list of schools' Primary One intake for 2002.

18   Annex E gives a list of registration centres for new/merged schools and schools which are holding classes in other schools.

The booklets are also available at the MOE Customer Service Centre. Annex A

 

PRIMARY 1 REGISTRATION EXERCISE 2001

CATEGORY 1 CHILDREN WHO ARE SINGAPORE CITIZENS OR SINGAPORE PERMANENT RESIDENTS

 

Phase 1 For a child who has a sibling studying in the school of choice.

Registration :  Tue 3 Jul 2001 and Wed 4 Jul 2001
All children registered under this phase will be given places in schools.

 

Phase 2A1 For a child whose parent is a former student of the school and who has joined the alumni association as a member not later than 30 Jun 2000; or whose parent is a member of the School Advisory/Management Committee.

Announcement of result : By Mon 10 Jul 2001

 

Phase 2A2 For a child whose parent or sibling has studied in the school of choice; or whose parent is a staff member of the school of choice.

Phase 2B* For a child whose parent is directly connected with the school.

CATEGORY 2 CHILDREN WHO ARE NEITHER SINGAPORE CITIZENS NOR SINGAPORE PERMANENT RESIDENTS

 

Phase 3 For a child who is neither a Singapore Citizen nor a Permanent Resident Registration & Announcement of result : Wed 29 Aug 2001

 

SHOULD THE NUMBER OF APPLICATIONS EXCEED THE NUMBER OF VACANCIES IN ANY PHASE, PRIORITY WILL BE GIVEN TO CHILDREN IN THE FOLLOWING ORDER :
(1) CHILDREN LIVING WITHIN 1 KILOMETRE OF THE SCHOOL OF CHOICE
(2) CHILDREN LIVING WITHIN 2 KILOMETRES OF THE SCHOOL OF CHOICE.
(3) CHILDREN LIVING OUTSIDE 2 KILOMETRES OF THE SCHOOL OF CHOICE.
* For a child whose parent has given at least 40 hours of voluntary service to the school between 1 July 2000 and 30 June 2001; a child whose parent is a member of the church/clan directly connected with the school; or a child whose parent is endorsed as an active community leader.

 

 

Annex B

 

DOCUMENTS REQUIRED AT THE TIME OF REGISTRATION

 

A For Children who are Singapore Citizens

1      The child's Singapore Birth Certificate.
2     The child's Singapore Citizenship Certificate for those who are not Singapore Citizens at the time of birth.
3     Singapore NRIC of both parents or Entry/Re-entry Permits of parents if they do not possess Singapore NRIC.

 

B For Children who are Singapore Permanent Residents

1      The child's Entry/Re-entry Permit. This information can be found in the parent's Entry Permit or passport if the child's photograph appears in the parent's travel document.
2     Singapore NRIC of both parents or Entry/Re-entry Permits of parents if they do not possess Singapore NRIC.

 

C For Children who are Non-Singapore Citizens and Non-Singapore Permanent Residents

1     The child's Birth Certificate.
2     The child's Passport and Dependant Pass (if applicable).
3     Parents' travel document/Singapore NRIC/Entry or Re-entry Permit/Employment Pass/Work Permit.

 

D Immunisation Certificates

In addition to the above, all parents must produce immunisation certificates (diphtheria, pertussis, tetanus, poliomyelitis, mumps, rubella, measles and BCG) of their children, if available.

 

E Letter of Authorisation

Parents may issue a letter of authorisation to their relatives or friends to register their children. The letter of authorisation and the relevant documents required for a particular phase are sufficient for registration purposes. If the originals of the documents are not available, certified true copies will be accepted for the time being. However, the originals of the documents must be produced for verification by the school before 3 Jan 2002.

 

F Statutory Declaration

A statutory declaration is required if the address of a foster parent is used. Parents must obtain the statutory declaration from the Ministry of Education before registering the child at a school of choice.

 

G For Registration under Phase 2A(1)

In addition to the documents listed in A or B and D, a letter from the school Principal certifying the status (e.g. member of the School Advisory/Management Committee, or former student of the school and letter from the school's alumni association) of the parent should also be provided. This letter is to be retained by the school until the child has completed Primary Three.

 

H For Registration under Phase 2A(2)

In addition to the documents listed in A or B and D, a letter from the school Principal certifying the status (e.g. staff or former student of the school) of the parent, brother or sister should also be provided. This letter is to be retained by the school until the child has completed Primary Three.

 

I For Registration under Phase 2B

In addition to the documents listed in A or B and D, a letter from the organisation to certify that the parent is a member of the organisation directly connected to the school should also be provided. This letter is to be retained by the school until the child has completed Primary Three.

 

J For Registration under Phase 2B

In addition to the documents listed in A or B and D, a letter from the organisation to certify that the parent is a member of the organisation directly connected to the school should also be provided. This letter is to be retained by the school until the child has completed Primary Three.

 

 

Annex C

 

INFORMATION FOR PRIMARY ONE REGISTRATION

IMMUNISATION REQUIREMENTS

 

With reference to Singapore's Childhood Immunisation Schedule, all children should have completed the following immunisations before entry into Primary One:

 

1 BCG - 1 dose (usually given at birth)

 

2 Diphtheria, Pertussis & Tetanus - 3 doses (usually given at 3, 4 & 5 months) +1 booster dose (usually given at 18 months)

 

3 Oral Sabin (immunisation against poliomyelitis) - 3 doses (at 3, 4 & 5 months) + 1 booster dose (usually given at 18 months)

 

4 Measles, mumps, rubella (MMR) - 1 dose (usually given at 1 - 2 years)

 

5 Hepatitis B - 3 doses (usually given at birth, 1 & 6 months)
(Children whose mothers are hepatitis B carriers should have a booster dose at 1 year)

 

The School Health Service team will administer the following immunisations to students in Primary One. The immunisations will be administered at the school during the team's annual school visit or the student may be referred to the Student Health Centre for immunisation, if necessary.

 

1 Diphtheria, Tetanus - 2nd booster

 

2 Oral Sabin - 2nd booster

 

Please note that it is not necessary for children to receive the 2nd booster dose for diphtheria, tetanus and poliomyelitis before entering primary school.
