Three students awarded both the Prime Minister's Book Prize and the Lee Kuan Yew Award
The Lee Kuan Yew Scholarship To Encourage
Upgrading to be awarded for the first time
1 77 awards will be presented at the 2001 Special Academic Awards presentation ceremony on 14 Aug. The awards include the inaugural Lee Kuan Yew Scholarship To Encourage Upgrading (LKY-STEP) awards, which are aimed at encouraging upgrading and life-long learning amongst Institute of Technical Education and polytechnic graduates. 15 LKY-STEP awards will be presented to ten outstanding Institute of Technical Education (ITE) and five polytechnic graduates who are currently pursuing full time studies at our polytechnics and universities respectively.
2 The other awards to be presented are the Prime Minister's Book Prize for bilingualism and the Lee Kuan Yew Award for excellence in Mathematics and Science. 33 students are awarded the Prime Minister's Book Prize and 27 the Lee Kuan Yew Award for Mathematics and Science. Three students will receive both the Prime Minister's Book Prize and the Lee Kuan Yew Award for Mathematics and Science. The double award winners are Tham Ming Qiang Nicholas and Tan Chun Ghee, formerly of Raffles Institution, and Ooi Chin Chun, formerly of The Chinese High School.
3 The prestigious Lee Kuan Yew Scholarship for postgraduate studies will also be presented at the ceremony. This year, the recipients are Miss Tracey Ho Chui Ping and Colonel Bernard Richard Tan Kok Kiang. Mr Lim Swee Say, Acting Minister for the Environment and Minister of State for Communications and Information Technology, will be presenting the awards.
The Prime Minister's Book Prize
4 The Prime Minister's Book Prize is an annual award for bilingualism given at the primary, secondary and pre-university levels. The prize is awarded to outstanding bilingual students based on their combined results in English Language and the mother tongue at the Primary School Leaving Examination (PSLE) and the GCE 'O' level Examination, and the General Paper and the mother tongue at the GCE 'A' Level Examination. The students' overall performance in the other subjects is also taken into consideration in the selection of prize winners.
5 This year, of the 33 students who are awarded the Prime Minister's Book Prize, there are 11 in the Primary section, 15 in the Secondary section and 7 in the Pre-University section. The names of the awardees are given in Annexes A1-3.
6 There is an increase in the number of awards from 12 to 15 in the 'O' level category.
7 One winner is receiving the award for the second time. Lim Yong San Gilbert received the Prime Minister's Book Prize in the PSLE category in 1997 and he will be awarded the Prime Minister's Book Prize in the GCE 'O' level category for 2001.
The Lee Kuan Yew Award for Mathematics and Science
8 The Lee Kuan Yew Award for excellence in Mathematics and Science was instituted in 1992. The awards are given under three categories - Secondary, Pre-University and Polytechnic. This year, there are 27 recipients, 9 in the Secondary category, 7 in the Pre-University category and 11 in the Polytechnic category. The names of the awardees are given in Annexes B1-3.
9 School winners are selected on the basis of their excellent performance in Mathematics and Science. Their overall performance in the other subjects is also taken into consideration. Polytechnic winners are selected from among the top Technology and Computer Science graduates in each of the four polytechnics. For all these winners, their contributions and participation in co-curricular activities related to Science and Mathematics are also considered.
10 3 winners in the 'A' level category are receiving the Lee Kuan Yew Award for the second time. Moh Jiehui Joan, Ng Wan Long and Yap Woon Teck received the Lee Kuan Yew Award in the 'O' level category in 1999.
The Lee Kuan Yew Scholarship to Encourage Upgrading (LKY-STEP)
11 The LKY-STEP scheme was made possible by Senior Minister Mr Lee Kuan Yew when he donated part of the proceeds from the sale of autographed editions of volume two of his memoirs to MOE. Recipients of the LKY-STEP award are selected on the basis of their excellent overall performance in their ITE and polytechnic courses respectively. The names of the awardees are given in Annex C1-2.
12 Ms Lim Liqin took the long route from EM3 to Normal (Technical) stream to ITE and polytechnic through parental inspiration, hard work and perseverance. Mr Tan Kah Siong is also similarly motivated by his father who is his role model in continuous learning.
The Lee Kuan Yew Scholarship
13 The Lee Kuan Yew Scholarship is a prestigious post-graduate scholarship awarded to outstanding Singaporeans to pursue post-graduate studies at renowned universities to further develop their potential as leaders in their chosen fields and in the community.
14 This year's Lee Kuan Yew Scholarships are awarded to Miss Tracey Ho Chui Ping and Colonel Bernard Richard Tan Kok Kiang. The details on the awardees are given in Annex D.

Name MISS TRACEY HO CHUI PING
Miss Tracey Ho Chui Ping is a 1995 President's-cum-Overseas Merit Scholar. She graduated from the Massachusetts Institute of Technology in 1998 with a BSc in Electrical Science and Engineering, with a minor in Economics. In 1999, she further obtained a Master of Engineering in Electrical Engineering and Computer Science from the same institution. She joined the Administrative Service upon her graduation. She joined the National University of Singapore in February this year and is currently on study leave at the Massachusetts Institute of Technology pursuing a PhD in Electrical Engineering and Computer Science.
Name COLONEL BERNARD RICHARD TAN KOK KIANG
Colonel Bernard Richard Tan is a 1985 President's-cum-SAF Overseas Scholar. He graduated with Class I Honours in Economics and Political Science from the University of Birmingham. Upon his graduation, he joined the Singapore Armed Forces. Colonel Tan is currently pursuing a Masters in Business Administration, in the Sloan Programme at the Massachusetts Institute of Technology.
