INTERNATIONAL ACADEMIC ADVISORY PANEL THIRD MEETING IN SINGAPORE, 8-11 JANUARY 2001
1. The International Academic Advisory Panel (IAAP) will hold its third meeting in Singapore from 8 to 11 January 2001 at the Ritz-Carlton. In addition to the deliberation sessions, panel members will call on Prime Minister Mr Goh Chok Tong and Senior Minister, Mr Lee Kuan Yew, on 10 January 2001. The panel will also meet Cabinet Ministers, and hold discussions with officials from the National University of Singapore (NUS), Nanyang Technological University (NTU), Singapore Management University (SMU), the Economic Development Board (EDB) and the National Science and Technology Board (NSTB), and representatives from industry, business and private sector. The Panel members will also attend a dinner hosted by the President Mr S R Nathan on 10 January 2001.
2. For its third meeting, the IAAP will discuss and provide advice on how our universities can be a strategic resource for Singapore, as Singapore transits into a Knowledge Economy. The IAAP will also deliberate on how our higher education sector can be structured to meet the future needs of the economy and to develop our citizens to their full potential. This includes the role of the universities in research and development, continuing education and training, and the possibility of the establishment of a fourth university in Singapore.
3. The IAAP was established in April 1997 to help the universities in Singapore develop into world-class institutions of excellence in scholarship and research. The inaugural meeting of the IAAP was held from 6 to 9 August 1997. Its recommendations included broadening of the undergraduate education, drawing closer ties with national research centres and attracting more international students. The universities have since developed various initiatives such as a core curriculum and cross-faculty modules at NUS and a requirement for academic units outside a student's major field at NTU. Both universities have also strengthened their emphases on multidisciplinary research and increased the number of international students on their campuses.
4. The second meeting of the IAAP was held from 10 to 13 January 1999. The recommendations that arose from the meeting included recruiting and retaining quality staff, and giving more autonomy to the universities in the areas of management and funding. The IAAP also endorsed the preliminary recommendations of the Committee on University Admission System. Since then, the Ministry of Education has completed a review of university governance and funding, and recommended giving more operational autonomy to NUS and NTU in return for greater accountability.
5. The IAAP is chaired by Dr Yeo Ning Hong, Chairman, PSA Corporation Limited, and comprises 11 distinguished academics and heads of universities and industry from around the world. The Vice-Chancellor of NUS, the President of NTU and the President of SMU serve as ex-officio members. Please see list of IAAP members at Annex A.
