REGISTRATION OF CHILDREN FOR ADMISSION TO PRIMARY ONE CLASSES IN 2000
1. Schedule of Registration
Registration of children for admission to Primary One classes in 2000 will be carried out from Tuesday, 6 July 1999 to Thursday, 2 September 1999. The dates for the different phases of registration are given at Annex A.
2. All primary and full schools will be open for registration from 0800 hours to 1100 hours and from 1430 hours to 1630 hours during the registration period.
Registration Procedures
3. Parents registering their children under Phase 1 are not required to register at the school as applications will be done through the older sibling in the school. The registration of a child under Phase 2A(1) to 2C Supplementary is to be done at the school of choice by the parent or by a person authorised by the parent in writing.
Age Requirement
4. Children born between 2 January 1993 and 1 January 1994 (both dates inclusive) may be registered for Primary One classes in 2000. Children born between 2 January 1991 and 1 January 1993 (both dates inclusive), who have not previously been registered for Primary One classes, may also be registered for admission to school in 2000.
Allocation of Places
5. Children will be allocated places in the school according to the priority spelt out in the Registration Scheme (Annex A). Balloting will be conducted should the number of applications exceed the number of vacancies in any phase.
6. At the end of Phase 2A(2), 50% of the remaining places will be allocated for Phase 2B registrants in each school. If the number of qualifying applicants in Phase 2B exceeds the 50% cap, successful applicants will be determined first by proximity of residence to the school and then by ballot.
7. Children who are unsuccessful in obtaining a Primary One place in a school of their choice at the end of Phase 2C Supplementary of the registration exercise will be posted by the Ministry of Education to schools near their homes which still have vacancies.
Announcement on balloting and vacancies
8. Parents can find out which school will be conducting balloting as well as the vacancy position in individual schools from the newspapers, Teletext (Classitext, Channel 8, page 275) or through Internet (www.moe.edu.sg) at the end of each registration phase. Parents are welcome to witness the balloting. The number of applicants by school is updated daily in the Internet and Classitext.
Documents Required for Registration
9. Parents must produce the originals of the documents listed in Annex B at the time of registration. Each child should be registered at only one school. If the child is registered at more than one school, he may lose his place in the school of choice.
10. The Ministry of Health requires all pupils to be immunised against diphtheria, tetanus, poliomyelitis, measles, tuberculosis and Hepatitis B. Parents should therefore have their children immunised against these diseases before admission to school, if they have never been immunised before. Immunisation can be done at any government polyclinic or private clinic. All available documentary evidence of immunisation should be produced for inspection at the time of registration
Statutory Declaration
11. Children under the care of foster parents may register for admission using the address of the foster parents provided:
11.1 both parents are working full-time;
11.2 the foster parent is a grandparent of the child or a sibling of either of the child's parents and the foster parent is not employed.
12 For the purpose of registration, the foster parent and one of the child's parents are required to make a statutory declaration at the Pupil Placement Office, Ministry of Education, Kay Siang Road. The statutory declaration can be made from 0900 hours to 1630 hours, Mondays to Fridays and from 0900 hours to 1230 hours on Saturdays, from 5 Jul 1999 to 17 Aug 1999. They should bring with them the following documents:
12.1 identity cards of both parents.
12.2 identity card of foster parent.
12.3 birth certificate of the child to be registered for admission to school.
12.4 documents to prove the relationship between parent and the foster parent.
13. Children who are registered using the foster parent’s address and residing within 1 km of the school of choice will not be balloted together with other children residing within 1km of their school of choice. Instead they will be balloted together with children residing within 2 km of the school of choice.
False Information
14. Any false information given by parents during the Primary One Registration Exercise will be referred to the Police for investigation. A child whose parent has been found to have given false information will be transferred out to another school with vacancies.
Foreign Students
15. Children who are neither Singapore Citizens nor Singapore Permanent Residents will be required to apply to the Foreign Students Unit, Ministry of Education for their student’s passes from Tuesday 1 Jun 99 onwards, before they register at a school on Thursday 2 Sep 1999. The Foreign Students Unit will be open from 0830 hours to 1630 hours, Mondays to Fridays and from 0830 hours to 1230 hours on Saturdays.
16. However, the children of Employment Pass and Skilled Work Permit holders are not required to apply in advance for a student’s pass, if they are holders of Dependant Passes. Such children may register directly at a school on Thursday 2 Sep 1999.
Information For Singaporeans Overseas
17. Singaporeans overseas who wish to register their children for Primary One can obtain the application form and a copy of the notes on the registration procedure from the Overseas Missions, Embassies, Singapore Clubs and Associations. These can also be found in the Internet at www.moe.edu.sg.

18. Annex C gives a list of schools’ Primary One intake for 2000.
19. Annex D gives a list of primary schools which offer Tamil Language.
New Primary Schools and Schools to be Merged
20. The Ministry will open 7 new primary schools in 2000. The new schools are located in the HDB towns of Choa Chu Kang, Hougang, Pasir Ris, Sembawang, Sengkang and Woodlands. The building of new schools is to meet the demand for school places and cater to population shifts.
21. Under the Programme for Rebuilding and Improving Existing Schools (PRIME), schools with small enrolment and located within close proximity to one another will be merged to operate as one big school. In Jan 2000, Li Hua Primary School, Hong Dao Primary School and Ang Mo Kio North Primary School will be merged as ‘Anderson Primary School’. Chong Boon Primary School and Da Qiao Primary School will be merged as ‘Da Qiao Primary School’. The details on the registration centres for new schools, merged schools and those schools which are holding classes in other schools are given at Annex E and Annex F.
Info-Dial/Hotline/Internet On Primary 1 Registration Exercise
22. MOE Info-Dial is a telephone service which provides pre-recorded messages on the Primary One Registration Exercise. Members of public can call the Ministry’s Info-Dial to obtain general information on the exercise. The number to call is 4737383. Alternatively, members of public can contact the Ministry’s hotline at 1800-4733722 for further enquiries. They can also obtain the information through Internet www.moe.edu.sg.

PRIMARY 1 REGISTRATION EXERCISE 1999
CATEGORY 1 CHILDREN WHO ARE SINGAPORE CITIZENS OR SINGAPORE
PERMANENT RESIDENTS
Phase 1 For a child who has a sibling studying in the school of choice.
Registration : Tue 6 Jul 99 and Wed 7 Jul 99
All children registered under this phase will be given places in schools.
Phase 2A1 For a child whose parent is a former student of the school and who has joined the
alumni association as a member not later than 30 Jun 1998; or whose parent is a
member of the School Advisory/Management Committee.
Registration : Fri 9 Jul 99
Announcement of result : By Mon 12 Jul 99
Phase 2A2 For a child whose parent or sibling has studied in the school of choice; or whose
parent is a staff member of the school of choice.
Registration : Thu 15 Jul 99 and Fri 16 Jul 99

(1) CHILDREN LIVING WITHIN 1 KILOMETRE OF THE SCHOOL OF CHOICE
(2) CHILDREN LIVING WITHIN 2 KILOMETRES OF THE SCHOOL OF CHOICE.
(3) CHILDREN LIVING OUTSIDE 2 KILOMETRES OF THE SCHOOL OF CHOICE.

Annex B
DOCUMENTS REQUIRED AT THE TIME OF REGISTRATION
A For Children who are Singapore Citizens
1 The child's Singapore Birth Certificate.
- The child's Singapore Citizenship Certificate for those who are not
Singapore Citizens at the time of birth.
- Singapore NRIC of both parents or Entry/Re-entry Permits of parents if
they do not possess Singapore NRIC.
B For Children who are Singapore Permanent Residents
- The child's Entry/Re-entry Permit. This information can be found in the
parent's Entry Permit or passport if the child's photograph appears in
parent's travel document.
- Singapore NRIC of both parents or Entry/Re-entry Permits of parents if
they do not possess Singapore NRIC.
C For Children who are Non-Singapore Citizens and Non-Singapore
Permanent Residents
1 The child's Birth Certificate.
2 The child's Passport and Dependant Pass (if applicable).
- Parents' travel document/Singapore NRIC/Entry or Re-entry
Permit/Employment Pass/Work Permit.
D Immunization Certificates
In addition to the above, all parents must produce immunization certificates
(diphtheria, tetanus, poliomyelitis measles, tuberculosis and Hepatitis B) of their
children, if available.
E Letter of Authorisation
Parents may issue a letter of authorisation to their relatives or friends to
register their children. The letter of authorization and the relevant documents
required for a particular phase are sufficient for registration purposes. If the
originals of the documents are not available, certified true copies will be
accepted for the time being. However, the originals of the documents must
be produced for verification by the school before 3 Jan 2000.
F Statutory Declaration
A statutory declaration is required if the address of a foster parent is used.
Parents must obtain the statutory declaration from the Ministry of
Education before registering the child at a school of choice.
G For Registration under Phase 2A(1)
In addition to the documents listed in A or B and D, a letter from the
school Principal certifying the status (eg. member of the School Advisory/
Management Committee, or former student of the school and letter from
the school’s alumni association) of the parent should also be provided.
This letter is to be retained by the school until the child has completed Primary
Three.
H For Registration under Phase 2A(2)
In addition to the documents listed in A or B and D, a letter from the school
Principal certifying the status (eg. staff or former student of the school) of
the parent, brother or sister should also be provided. This letter is to be
retained by the school until the child has completed Primary Three.
I For Registration under Phase 2B
In addition to the documents listed in A or B and D, a letter from the
organisation to certify that the parent is a member of the organisation directly
connected to the school should also be provided. This letter is to be
retained by the school until the child has completed Primary Three.
J For registration using address of yet-to-be completed property
An original Sales and Purchase document is required if the address of a yet-to-be
completed property is used for registration. A copy of this document is to be
retained by the school. Parents using the yet-to-be completed property
address for registering their child in a school of choice must move into the
new property within two years of the child’s entry into Primary One.
