PROGRAMME FOR REBUILDING AND IMPROVING EXISTING SCHOOLS (PRIME)

1. The Ministry of Education will launch a major programme, called Programme for Rebuilding and IMproving Existing schools (PRIME), to upgrade or rebuild about 290 schools over a period of seven years, from 1999 to 2005. PRIME is estimated to cost $4.46 billion.

2. PRIME supports the Ministry's "Thinking Schools, Learning Nation" vision by ensuring that all schools have a conducive physical environment to enhance teaching and learning.

3. Under the programme, schools will be fitted with new and upgraded facilities, which include computer laboratories, media resource libraries, IT learning resource rooms, pastoral care rooms and health and fitness rooms. PRIME will be implemented in tandem with the Ministry's Masterplan for IT in Education. Hence, schools will also be networked for access to Internet. Teachers and students can also look forward to bigger classrooms and staff-rooms, and more interaction areas.

4. PRIME will be implemented in three main phases and will involve schools that were built over the last 20 to 30 years. The phasing of schools under PRIME takes into consideration factors such as the age of the school, the state of its existing facilities, and the availability and suitability of sites.

5. Schools constructed before 1997 will either be upgraded or rebuilt. The rebuilding of a school will involve the construction of new buildings either on existing site or on available vacant sites. The upgrading of a school will involve the construction of extension blocks and alteration of existing school buildings.

6. Depending on the extent of construction, the school's entire staff and students may remain on-site while the construction is in progress, or move to a holding school while waiting for construction at the present or new site to be completed. To optimise the use of resources, schools with small enrolments may also merge and/or be relocated.

7. The first phase of PRIME will involve 94 schools (Annex A). Work will commence in early 2000 and is scheduled for completion by end 2001. Meanwhile, work on some schools in the Ang Mo Kio and Bedok areas has commenced.

8. An exhibition on PRIME will be held at Mayflower Primary School from 11 to 12 May 99. The exhibits will be on public display at Bedok Community Centre, from 13 May 99 to 19 May 99, and at Ang Mo Kio Community Centre, from 20 May 99 to 26 May 99. The exhibition hours are from 2 pm to 8 pm (for weekdays) and from 10 am to 8 pm (on weekends). A Ministry official will be present to answer queries.
