MOU Signing Ceremony of School-Industry Partnership Scheme

The Ministry of Education will be signing separate memoranda of understanding (MOUs) with two industry partners - ST Computers Systems & Services Pte Ltd (STCS) and Educom Pte Ltd (Educom) on 5 March 1998. The occasion will mark the first two MOUs to be signed under the School-Industry Partnership Scheme (SCHIPS).

2 The SCHIPS has been set up to involve IT companies to jointly explore with schools the use and development of new technologies that will enhance teaching and learning activities. In the long term, SCHIPS will also help to promote the development of the educational technology industry in Singapore.

3 Under the MOU agreement, STCS will be working with two schools -- Cedar Girls’ Secondary and Jurong Primary Schools -- to pilot classroom projects in selected levels using its technology solutions. One of these technology solutions is a customised learning resource management system called School Enterprise System. STCS will also be working with the two schools to develop other educational courseware and tools. In addition, STCS will provide training and support to help the two schools integrate its technology solutions into the curriculum.

4 The MOU agreement between Educom and four primary schools (Woodlands, Dazhong, Temasek and Fairfield Methodist) will pilot the SuccessMaker curriculum in the classroom. SuccessMaker is an integrated learning management system developed by the US-based educational software developer, Computer Curriculum Corporation. Educom will also introduce innovative computer furniture for classrooms. Through teacher training and support provided by Educom, teachers will be able to integrate the learning management system into their classroom activities.

5 The two projects, expected to be implemented over one year, will be co-funded by Ministry of Education and National Computer Board together with the respective industry partners. Both projects will cost about $3.67 million. MOE and NCB will fund $ 2.54 million, while the two industry partners will contribute an estimated $1.13 million.
