PERFORMANCE INDICATORS OF SECONDARY SCHOOLS 1996

  1. All Primary Six pupils will receive information booklets providing indicative entry scores and other characteristics of secondary schools to help them and their parents make informed decisions in selecting suitable sceondary schools for entry after the Primary School Leaving Examination (PSLE). The performance indicators for secondary schools highlight the top-ranking schools in terms of the General Certificate of Education (GCE) 'O' level grades, as well as their effectiveness in helping their pupils improve on their performance.

    Value-Added Awards

  2. The top-ranking secondary schools with high value-added are identified with the use of "Performance Indicators for School Management" (PRISM), a management tool introduced last year. PRISM measures the effectiveness of a secondary school by comparing its pupils' GCE 'O' level performances with their expected performance as gauged by their PSLE aggregate scores. Schools with high value-added are those which achieve 'O' level results which are much better than the norm for schools with a similar quality of PSLE intake.
  3. As with last year, the 20 schools which rank top in terms of value-added performance in the Special/Express Courses and the Normal Course, respectively, will receive Value-Added Awards. The Value-Added Awards are intended to recognise and reward the effort and dedication put in by the staff and pupils. The top 10 schools in each Course will receive $20,000 each, while the next 10 schools will receive $10,000 each, to be used to benefit the schools, their staff and pupils.
    The top 20 high value-added schools based on the 1995 GCE 'O' level examinations are listed in tables 4 and 5. The high value-added schools within each band are listed in alphabetical order.
  4. Six of the top value-added schools were value-added schools in both the Special/Express Courses and the Normal Course.
  5. Of the 20 high value-added schools in the Special/Express Courses, 14 were also in the list of top 50 schools based on absolute 'O' level performance. All the top 20 high value-added schools in the Normal Course were among the list of top 40 schools in the Normal Course.

    School Rankings

  6. The Ministry of Education has refined the method of ranking schools based on absolute performance at the 'O' levels. In previous years, a school's ranking position was determined by its mean subject grade (MSG) calculated to two decimal places. This year, schools are ranked by MSG up to the first decimal place. Schools with similar MSG using the first decimal place will receive the same tanking, and will be listed in alphabetical order. This is to ensure that small differences in performance are not accorded importance by parents, students and teachers. (See Note 1)
  7. Attached are eight tables and the explanatory notes on the performance of selected schools in the 1995 GCE 'O' level examination and the top schools on physical fitness, lowest percentage overweight and fitness index.

Note 1: The rank order, instead of serial number, is also used so that schools with the same ranking are not given different serial numbers, which might be misinterpreted as different rankings.

EXPLANTORY NOTES FOR TABLES ON RANKING OF SCHOOLS

  1. The following eight tables provide information on the performance of selected secondary schools in the 1995 GCE O-level examination and the top schools in Physical Fitness, Lowest Percentage Overweight and Fitness Index.

  2. For Tables 1-5, the performance of each school is based only on pupils who took the O-level examination for the first time. Absentees and those who leave school after taking the mid-year mother tongue examination are not included in the computation. The ranking is based on all schools but those with fewer than 40 pupils and those not admitting Sec 1 pupils in 1997 are not shown in the tables.

    Description Of Terms Used iIn Tables

  3. Number of Pupils: This column shows the number of pupils who took the O-level examination for the first time. The candidature for each school is based on the number of pupils registered by the school. It includes those who change schools after signing up for the examination.
  4. Mean Subject Grade: This item refers to the mean grade of all subjects taken by pupils in a school. For example, if a school has 100 pupils and each pupil takes 8 subjects then the mean subject grade is obtained as follows:
    Mean Subject Grade = Sum of grades of all subjects for all pupils (MSG) -------------------------------------------- ( 8 X 100) 
    

    Absent grades are excluded from the computation.

  5. Mean L1R5: This column shows how schools performed based on mean aggregate grade for L1 and 5 relevant subjects - aggregate for admission into Junior College. In computing this aggregate, a fail grade '9' is used if a pupil is absent from L1 or does not have a relevant subject.
  6. Percent 5 O-Levels: This column gives the percentage of pupils with at least 5 O-level passes.
  7. PSLE Aggregate Score Range for 1996 Sec 1 Intake: This column gives the range of PSLE aggregate scores of pupils admitted to the schools in 1996 for each course (Special, Express and Normal)
  8. Percent 3 O-Levels and Percent S4N Eligible for S5N: These two columns in Table 2 show the percentage of Sec5N pupils with at least 3 O-level passes, and the percentage of the Sec4N pupils who were promoted to Sec5N in the previous year's GCE N-level examination.
  9. Performance of SAP Schools: In Table 3, the mean subject grade is computed based on all subjects including mother tongue language taken in Sec 3. For mean L1R5 and precent 5 O-level passes, the better grade for Higher Chinese or Chinese is used.
  10. High Value-Added Schools: Tables 4-5 are new tables showing the top 20 schools with high value-added performance in 1995 for Special/Express and Normal courses respectively.
  11. Fitness Level: The "Physical Fitness Percentage" in Table 6 gives the percentage of pupils who pass the National Physical Fitness Award test. The NAPFA test consists of 6 test items developed by the Sports Medicine and Research Centre of the Singapore Sports Council in 1981.
  12. Overweight Percentage: The "Overweight Percentage" in Table 7gives the percentage of pupils who are overweight by 20% or more according to standards provided by the Ministry of Health.
  13. Fitness Index: In Table 8, the fitness Index (FI) of each school is based on the height and weight measurements of its pupils and their performance in the NAPFA test. Medcailly unfit pupils are exempted from taking the test. The FI is defined as the average of:
    the percentage of pupils within the acceptable weight range according to the Weight for Height Table compiled by School Health Service, and
    the percentage of pupils who pass the NAPFA test.

    The acceptable weight range is from 80% to below 120% of standard weight.
