The Ministry of Education (MOE) has conducted the first of two promotion exercises this year for Education Officers. This first exercise is to promote officers into and within the Superscale grades, within Senior Education Officer (SEO) timescale grades and for Principals and Vice-Principals on General Education Officer (GEO) grades to SEO grades. In addition, Education Officers in the basic grades of GEO I/II were considered for promotion to the career grades of GEO 1A/2A which were introduced in Jan 95. (See Annex.)

2 A total of 7430 Education Officers will be promoted in the current exercise. This comprises 472 officers in the SEO and Superscale grades and 6958 officers in the GEO I/II grades. Overall, 390 Principals and Vice-Principals will be promoted, representing 64% of the total number of Principals and Vice-Principals.

3 MOE will conduct a second promotion exercise in Oct 96 to consider HODs and MOE HQ officers in equivalent grades for promotion to SEO 1 and 2. This follows recent revisions to the Education Scheme of Service whereby HOD posts in primary and secondary schools are promotional SEO 1 and 2 grades.

4 In the current exercise, 16 Superscale officers will be promoted to higher Superscale grades. 40 officers will be promoted into Superscale 'H', the entry Superscale grade. The majority of the officers promoted into the Superscale grade are Principals. With this promotion, the number of Superscale officers in MOE will increase by 81% from 49 to 89.

5 A total of 416 officers will be promoted into and within SEO grades as compared to 253 last year. There will be further promotions into SEO grades in Oct 96 when HODs and equivalent MOE HQ officers are considered.

6 Under the recently revised Education Scheme of Service, the old grade of SEO II has been replaced by the new and higher SEO 2 grade. More than 90% of the officers currently on SEO II grade will be promoted to SEO 2.

7 The new career grades of GEO 1A/2A were introduced in Jan 95. A total of 7454 officers were promoted in the two promotion exercises in Feb and Oct 95. With effect from 1 Jun 96, another 6958 officers will be promoted to GEO 1A/2A bringing the total to 14412. Almost all those promoted are classroom teachers as most Principals, Vice-Principals and Heads of Departments (HODs) in the basic grades were promoted last year.

8 The backlog promotion for GEO I/II officers with ten years' service or more and good track records, which started last year, has now been completed. A total of 13075 or about 95% of such officers have been promoted to GEO 1A/2A. Future promotions to these grades will be based on the career progression of officers and dependent on their performance and potential.
