THE SPECIAL ACADEMIC AWARDS 1995 PRESENTATION CEREMONY

1. This year's Special Academic Awards Presentation Ceremony will be held at the Auditorium of the Regional Language Centre, Orange Grove Road, on Tuesday, 15 August 1995 at 3.00 pm. Dr Aline Wong, Senior Minister of State, Ministry of Health and Ministry of Education, will be the Guest-of-Honour. At this ceremony, Dr Aline Wong will present the annual awards for the Prime Minister's Book Prize for Bilingualism, the Lee Kuan Yew Award for Mathematics and Science as well as the Lee Kuan Yew Scholarship.

The Prime Minister's Book Prize

2. The Prime Minister's Book Prize is an annual award for bilingualism given at the primary, secondary and pre-university levels. The prize is awarded to outstanding bilingual pupils based on their combined results in English Language and the mother tongue in the Primary School Leaving Examination (PSLE) and the GCE 'O' Level Examination, and the General Paper and the mother tongue in the GCE 'A' Level Examination. Pupils' overall performance in the other subjects is also taken into consideration in the selection of prize winners.

3. This year, a total of 40 pupils are awarded the Prime Minister's Book Prize - 13 in the Primary section, 21 in the Secondary section and 6 in the Pre-University section. The names of the awardees are given at Annexes A1-3.

4. Two winners are receiving the award for the second time. Lim Wei Shyan and Mohamad Farid b Harunal Rashid received the Prime Minister's Book Prize in the PSLE category in 1991 and are being awarded the Prime Minister's Book Prize in the GCE 'O' Level category for 1995.

The Lee Kuan Yew Award for Mathematics and Science

5. The Lee Kuan Yew Award for excellence in Mathematics and Science was instituted in 1992. The awards are given under three categories - Secondary, Pre-University and Polytechnic. This year there are 10 recipients, 3 in the Secondary category, 3 in the Pre-University category and four in the Polytechnic category, ie one each for the Singapore Polytechnic, Ngee Ann Polytechnic, Temasek Polytechnic and Nanyang Polytechnic. The names of the awardees are given at Annex B.

6. School winners are selected on the basis of their Mathematics and Science results in the GCE 'O' Level and the GCE 'A' Level Examinations. Their overall examination performance in the other subjects is also taken into consideration. Polytechnic winners are selected from among the top Technology & Computer Science graduates in each of the polytechnics. Their participation in extra-curricular activities related to Science and Mathematics is also considered.

7. This year, two students Ho Chin Ping Tracey and Boh Boon Yien are being awarded the LKY Award for the second time. They received the award in the Secondary category in 1993.

The Lee Kuan Yew Scholarship

The Lee Kuan Yew Scholarship awards are prestigious postgraduate scholarships for outstanding Singaporeans to pursue postgraduate studies in renowned universities to further develop their potential as leaders in their chosen fields and the community.

Selection for the 1995 awards has been completed. A total of 135 applications were considered for the 1995 scholarships. Eligible candidates were considered by a Selection Panel chaired by Mr Lee Hee Seng, Chairman, Public Service Commission and comprising Mr Lee Ek Tieng, Head of Civil Service/Permanent Secretary (Special Duties), Prime Minister's Office; Mr R A Shelley, Member of the Public Service Commission; Professor Brian Lee, Dean of the School of Electrical and Electronic Engineering, Nanyang Technological University; and Professor Chong Chi Tat, Vice-Dean of the Faculty of Science and Head of Information Systems and Computer Science, National University of Singapore.

The Selection Panel has selected two candidates for the 1995 scholarships. They are:

(1) Mr Tan Sze Sian, Kenneth Paul, Bachelor of Science in Economics & Politics (First Class Honours), University of Bristol, UK, 1994. He has elected to read his Ph D in Social & Political Sciences at Cambridge University, UK in 1996 after his National Service.

(2) Mr Cavinder Bull, Bachelor of Arts in Jurisprudence (First Class Honours), Trinity College, University of Oxford, UK, 1992. He has elected to read Masters in Law (LLM) at a university in USA or UK.
