PERFORMANCE INDICATORS FOR SECONDARY SCHOOLS 1995
1. Since 1992, the Ministry of Education has provided all Primary 6 pupils with information booklets providing indicative entry grades and other characteristics of all secondary schools to help the pupils and their parents make informed decision in selecting suitable secondary schools for entry after the Primary School Leaving Examination (PSLE). The media has also highlighted top-ranking schools in terms of their General Certificate of Education (GCE) O-level grades, as well as their effectiveness in helping their pupils improve on their performance.
2. The Ministry has devised an improved method for identifying schools with high value-added, using a management tool called "Performance Indicators for School Management" (PRISM). PRISM measures the effectiveness of a secondary school by comparing its pupils' GCE O-level performance with their expected performance as gauged from their PSLE aggregate scores. Schools with high value-added are those which achieve O-level results which are much better than the norm for schools with a similar quality of PSLE intake.
3. The improved method allows all schools, regardless of the quality of their PSLE intake, the same chance of being recognised as high value-added schools. The method compensates for the ceiling effect for top schools with a high quality of PSLE intake, which makes it difficult for them to show large improvements in results over what their pupils can be expected to produce. The method enables all schools to be assessed on a comparable basis.
4. As announced by the Minister for Education on 8 July 1995, the Ministry will present the 20 schools which rank top in terms of value-added performance in the Special/Express Courses and the Normal Course respectively, comprising 40 schools in total, with Value-Added Awards with effect from this year. The top 10 schools in each course will receive $20,000 each, while the next 10 schools will receive $10,000 each, to be used to benefit the schools, their staff, and pupils. The Value-Added Awards are intended to recognise and reward the effort and dedication put in by the staff and pupils of high value-added schools.
5. The top 20 high value-added schools based on the 1994 GCE O-level examination are listed in Tables 4 and 5. Nine of these schools were high-value added schools in both the Special/Express Courses and the Normal Course.
6. Of the 20 high value-added schools in the Special/ Express Courses, 15 were also in the list of top 50 schools based on absolute O-level performance. Likewise, of the top 20 high value-added schools in the Normal Course, 19 were also in the list of top 40 schools in the Normal Course.
7. Starting this year, more information is provided on indicators of physical fitness. Performances of the top 50 secondary schools by fitness level (as measured by the percentage of pupils passing the National Physical Fitness Award test) and by the percentage of overweight students are now provided separately (Tables 6 and 7 respectively). Both these measures are captured in the Fitness Index which provides a summary report of schools' efforts in improving their pupils' physical fitness and reducing obesity (Table 8).
8. PRISM and the indicators of physical fitness provide additional means of assessing schools on a systematic and fair basis and encouraging them to perform even better. Together with a school's extra-curricular activities (ECA) record and other activities aimed at the moral and social development of pupils, these performance indicators provide parents with a more comprehensive picture of the school's ability to maximise their children's potential and provide them an all-round education.
9. Attached are a set of explanatory notes and the following tables on the performance indicators for secondary schools in the 1994 GCE O-level Examination:

EXPLANATORY NOTES FOR TABLES ON RANKING OF SCHOOLS
1. The following eight tables provided information on the performance of selected secondary schools in the 1994 GCE O-level examination and the top schools in Physical Fitness, Lowest Percentage Overweight and Fitness Index.

2. For Tables 1-5, the performance of each school is based only on pupils who took the O-level examination for the first time. Absentees and those who leave school after taking the mid-year mother tongue examination are not included in the computation. The ranking is based on all schools but those with fewer than 40 pupils and those not admitting Sec 1 pupils in 1996 are not shown in the tables.
Description Of Terms Used In Tables
3. Mean PSLE Aggregate: This column gives the PSLE performance of pupils who took the O-level examination in 1994. Foreign pupils who joined the school at the secondary levels are excluded from the computation of the mean PSLE aggregate. Also excluded are pupils whose identification number in the O-level examination is not the same as that used in the PSLE.
4. Number of Pupils: This column shows the number of pupils who took the O-level examination for the first time. The candidature for each school is based on the number of pupils registered by the school. It includes those who leave or change school after signing up for the examination.
5. Mean Subject Grade: This item refers to the mean grade of all subjects taken by pupils in a school. For example, if a school has 100 pupils and each pupil takes 8 subjects then the mean subject grade is obtained as follows:
Mean Subject Grade = Sum of grades of all subjects for all pupil (MSG) ------------------------------------------- (8 x 100) Absent grades are excluded from the computation.
6. Mean L1R5: This column shows how schools performed based on mean aggregate grade for L1 and 5 relevant subjects - aggregate for admission into Junior College. In computing this aggregate, a fail grade '9' is used if a pupil is absent from L1 or doe not have a relevant subject.
7. Percent 5 O-Levels: This column gives the percentage of pupils with at least 5 O-level passes.
8 Percent 3 O-Levels and Percent S4N Eligible for S5N: These two columns in Table 2 show the percentage of Sec 5N pupils with at least 3 O-level passes, and the percentage of the Sec 4N pupils who were promoted to Sec 5N in the previous year's GCE N-level examination.
9 Performance of SAP Schools: In Table 3, the mean subject grade is computed based on all subjects taken at Sec 4 plus mother tongue language taken in Sec 3. For mean L1R5 and percent 5 O-level passes, the better grade for Higher Chinese or Chinese is used.
10. High Value-Added Schools: Tables 4-5 are new tables showing the top 20 schools with high value-added performance in 1994 for Special/Express and Normal courses respectively.
11. Fitness Level: The "Physical Fitness Percentage" in Table 6 gives the percentage of pupils who passed the National Physical Fitness Award test in 1994. The NAPFA test consists of 6 test items developed by the Sports Medicine and Research Centre of the Singapore Sports Council in 1981.
12. Overweight Percentage: The "Overweight Percentage" in Table 7 gives the percentage of pupils who were overweight by 20% or more in 1994 according to standards provided by the Ministry of Health.
13. Fitness Index: In Table 8, the Fitness Index (FI) of each school is based on the height and weight measurements of its pupils and their performance in the NAPFA test. Medically unfit pupils are exempted from taking the test. The FI is defined as the average of:
The acceptable weight range is from 80% to below 120% of standard
weight.
