REGISTRATION OF CHILDREN FOR ADMISSION TO PRIMARY ONE CLASSES IN 1996
Schedule of Registration
1. Registration of children for admission to Primary One classes in 1996 will be carried out from Wednesday, 12 July 1995 to Friday, 22 September 1995. The dates for the different phases of registration are given at Annex A.
2. All primary and full schools will be open for registration from 0800 hours to 1100 hours and from 1430 hours to 1630 hours during the registration period.
Age Criteria
3. Children born between 2 January 1989 and 1 January 1990 (both dates inclusive) may be registered for Primary One classes in 1996. Children born between 2 January 1987 and 1 January 1989 (both dates inclusive), who have not previously been registered for Primary One classes, may also be registered.
On-Line Registration
5. The Ministry will be implementing a computerised on-line system for registration of children for admission to Primary One (1996). Details on the registration for various phases are as follows :-
Phase 1Registration
5.1 Parents need not go to school to register their children. They are required to submit an application form (issued by the school) through the elder child currently studying in the school where his/her sibling is to be registered. The school will process the application and notify parents of the outcome of the registration.
5.2 Parents will register at the school with documents as listed in Annex B. The outcome of the registration will be conveyed to the parents by post before the start of the next phase of registration.
Allocation of Places
6. Children will be allocated places in the school according to the priority spelt out in the Registration Scheme. Balloting will be conducted should the number of applications exceed the number of vacancies in any phase. Parents can find out from the mass media (newspapers, INtv and Internet) before the date of announcement of the outcome of the registration at the end of each phase whether the school has to conduct balloting. Parents are welcome to witness the balloting.
7. With effect from this year's registration, only 50% of the available places at the end of Phase 2A will be allocated for Phase 2B registrants in each school. If the number of qualifying applicants in Phase 2B exceeds the 50% cap, successful applicants will be determined first by proximity of residence to the schools and then by ballot. Unsuccessful applicants will be considered in Phase 2C. This will make available more places for registration at Phase 2C.
8. Children who are unsuccessful in obtaining a Primary One place in a school of their choice at the end of the registration exercise will be posted to schools which still have vacancies.
Announcement of Vacancies
9. Vacancies available in individual schools for Phases 2B and 2C will be announced in the mass media (newspapers, INtv and Internet).
Documents Required for Registration
10. Parents must produce the originals of the documents listed in Annex Bat the time of registration. Each child should be registered at only one school. If the child is registered at more than one school, he may lose his place in the school of choice.
11. The Ministry of Health requires all pupils to be immunized against diphtheria, tetanus, poliomyelitis and measles. Parents should therefore have their children immunized against these diseases before admission to school. Immunization can be done at any government maternal and child health clinic or at any private clinic. If documentary evidence of immunization is available, it should be produced for inspection at the time of registration.
Statutory Declaration
12.0 Children under the care of foster parents may register for admission using the address of the foster parents provided:
12.1 both the parents are working full-time;
12.2 the foster parent is a grandparent of the child or a sibling of either of the child's parents and he/she is not employed.
13. For the purpose of registration, the foster parent and one of the child's parents are required to make a statutory declaration at the Pupil Placement Section of the Ministry from Friday, 14 July 1995. They should bring with them the following documents:
13.1 identity card of both parents.
13.2 identity card of foster parent.
13.3 birth certificate of the child to be registered for admission to school.
13.4 documents to prove the relationship between parent and the foster parent.
13.5 two revenue stamps each valued at $2.00 (Available at Post Office but not Ministry of Education).
14. Children with statutory declarations living within 2 kilometres of the school of choice will have the same priority as children living with parents residing more than 1 km but less than 2 km from the school of choice.
False Information
15. Any false information given by parents during the Primary One registration exercise will be referred to the Police for investigation. A child whose parent has been found to have given false information will be transferred out to another school with vacancies.
Foreign Students
16. Children who are Non-Singapore Citizens and Non-Singapore Permanent Residents will be required to apply to the Foreign Students Unit, Ministry of Education for their students' passes from now to 21 Sep 95.Annex Cgives the documents required when they apply for their students' passes.

DOCUMENTS REQUIRED AT THE TIME OF REGISTRATION
A For Children who are Singapore Citizens
1 The child's Singapore Birth Certificate.
2 The child's Singapore Citizenship Certificate for those who are not Singapore Citizen at the time of birth.
3 Singapore NRIC of both parents or Entry/Re-entry Permits of parents if they do not possess Singapore NRIC.
B For Children who are Singapore Permanent Residents
1 The child's Entry/Re-entry Permit. This information can be found in the parent's Entry Permit or passport if the child's photograph appears in the Parent's travel document.
2 Singapore NRIC of both parents or Entry/Re-entry Permits of parents if they do not possess Singapore NRIC.
C For Children who are Non-Singapore Citizens and Non-Singapore Permanent Residents
1 The child's Birth Certificate.
2 The child's Passport.
3 Parents' travel document/Singapore NRIC/Employment Pass/Work Permit.
Please refer to Annex C when you apply for the student's pass at the Ministry of Education.
D Immunization Certificates
In addition to the above, all parents must produce immunization certificates (diphtheria, tetanus, poliomyelitis and measles) of their children, if available.
E Letter of Authorization
Parents may issue a letter of authorization to their relatives or friends to register their children. The letter of authorization and the relevant documents required for a particular phase are sufficient for registration purposes. If the originals of the documents are not available, certified true copies could be accepted for the time being. However, the originals of the documents must be produced for verification by the school before 2 Jan 96.
F For Registration under Phase 2A
In addition to the documents listed in A or B and D, a letter from the school Principal certifying the status (eg. member of the School Advisory/Management Committee, staff or former student of the school) of the parent, brother or sister should also be provided. This letter is to be retained by the school.
G For Registration under Phase 2B
In addition to the documents listed in A or B and D, a letter from the organisation to certify that the parent is a member of the organisation directly connected to the school should also be provided. This letter is to be retained by the school.
