Lee Kuan Yew Fund for Bilingualism
Overview
The Lee Kuan Yew Fund for Bilingualism was set up on 28th November, 2011, at the launch of Mr Lee Kuan Yew’s new book, “My Lifelong Challenge: Singapore’s Bilingual Journey”.
The Fund has been set up to supplement efforts by MOE in the teaching and learning of English and the Mother Tongue Languages. Bilingual education is the cornerstone of our education system and learning two languages helps Singaporeans plug into a globalised world, while strengthening links to our Asian heritage.
What the Fund Does
For a start, the Fund will focus on strengthening efforts to encourage bilingualism in pre-schools. The Fund aims to develop age-appropriate English and Mother Tongue Language teaching and learning resources as well as to enhance teacher capability in the teaching of these languages.
Strengthening efforts to encourage bilingualism in pre-school, especially in listening and in speaking, will enable our children to build a strong foundation for language learning when they enter primary schools.
How You Can Contribute
Your donation will help our children build their language foundations early in an age appropriate way. In support of this cause, the government will provide a 1:1 matching grant for donations to the Fund, up to a cap of $50 million. Donations to the Fund will also qualify for 250% tax deduction (at two and a half times the amount of donation).
MOE is the administrator of the Fund and will set up the Fund as a standalone charity by the first quarter of 2012. In the interim period, all donations will be received by MOE’s Education Fund.
These donations in the Education Fund will be transferred to the Lee Kuan Yew Fund for Bilingualism when the latter is set up. For all interim donations, tax deductible receipts will be issued by the Education Fund.
Donations to the Fund can be made in the following ways:
A) Purchase an autographed special edition of “My Lifelong Challenge: Singapore’s Bilingual Journey” from SPH.
Mr Lee Kuan Yew has autographed 200 special edition copies of his new book “My Lifelong Challenge: Singapore’s Bilingual Journey”. A copy of the book can be obtained with a minimum donation of $10,000. Interested donors can make an order using the form (147kb .doc) or contact Singapore Press Holdings by emailing to stpressbooks@sph.com.sg.
B) Donation by cheque
The cheque should be issued payable to “Ministry of Education”.
Donors should provide the following details at the back of the cheque:
- State that the cheque is “For Lee Kuan Yew Fund for Bilingualism”
- Full name (as per NRIC) or company name (for the purpose of the tax deductible receipt)
- NRIC/FIN No./UEN (for auto-inclusion of donation for tax assessment)
- Mailing address to send tax deductible receipt to
- Contact number and email address

MOE will also continue to accept completed cheques that have been mailed to the Singapore Press Holdings.
C) Donation by cash
Donors who wish to make their contribution in cash may approach:
- Any of the 105 Community Centres/Clubs (CCs) under the People’s Association during operating hours from 3 Jan 2012. The list of centres can be found online at the People’s Association website; or
- the Customer Service Centre at the podium block of the MOE Building at 1 North Buona Vista Drive. Walk-in donors will be served by our Customer Service Executives at the Customer Service Centre counters.
Please do not mail any cash to MOE.
