Public Consultation on the Draft Private Education Regulations (Closed)
The Council for Private Education (CPE) would like to thank members of the public and stakeholders who participated in the public consultation exercise on the Private Education (PE) Regulations which was conducted from 11 to 25 November 2009.
The respondents were generally supportive of the registration requirements stipulated in the PE Regulations. Many respondents also asked the CPE to provide more illustrations in the information notes to ensure that the PEIs better understand how to comply with the requirements of the new regulations.
The comments and suggestions received have been useful to the CPE in our drafting of the finalised version of the PE Regulations, as well as in our preparation of the information notes and FAQs (frequently asked questions) for PEIs.

Aim / Scope of Consultation
The Pro-tem Council for Private Education (CPE) is seeking feedback from the members of the public and the private education (PE) sector on the Private Education (PE) Regulations. The PE Regulations specifies the requirements private education institutions (PEIs) must meet in order to be registered and to operate under the mandatory Enhanced Registration Framework (ERF).
Background
MOE had consulted the public and key stakeholders on the main features of the new regulatory regime for the private education (PE) sector, including the ERF, from 11 March to 6 May 2009. Subsequently, a public consultation on the Private Education Bill was conducted from 1–21 July 2009.
The Pro-tem CPE has taken into consideration the feedback and responses gathered during both public consultation exercises, where relevant, in the drafting of the PE Regulations.
The Private Education Regulations
The PE Regulations aim to enhance the overall quality of the PE sector by setting baseline requirements in terms of corporate governance, academic rigour, and student protection. The requirements for information disclosure seek to enable prospective students to make informed choices.
Period of Consultation
MOE invites members of the public and the PE sector to participate in this consultation. The consultation exercise will last for 2 weeks, from 11 November 2009 to 25 November 2009. MOE welcomes your views and comments on the proposed requirements specified in the PE Regulations.
