Public Consultation on The Private Education Bill (Closed)

MOE would like to thank members of the public and stakeholders who participated in the public consultation exercise on the Private Education (PE) Bill which was conducted from 1–21 July 2009.

In summary, respondents were generally supportive of the move towards enhanced regulation of the private education institutions which fall under the scope of the PE Bill. The comments and suggestions received has been useful to MOE in our preparations to finalise the various provisions in the PE Bill.

Background

The Ministry of Education (MOE) consulted the public and key stakeholders on the key features of the new regulatory regime for the private education (PE) sector, including the requirements under the mandatory enhanced registration framework and the voluntary quality assurance certification scheme called EduTrust, from 11 Mar — 6 May 2009. You may refer to the public consultation documents and summary of responses to the feedback received.

In tandem with the earlier public consultation conducted, MOE is now seeking feedback from the members of the public and the PE sector on the new Private Education (PE) Bill. The related consultation documents are attached:

To ensure that the consultation exercise is productive and focused, MOE would like to request that respondents follow these guidelines:

  1. Identify yourself and the organisation you represent (if any), so that we may follow up to clarify any issues, if necessary;
  2. Make your comments clear and concise and to provide reference to the clauses within the PE Bill you are commenting on, where relevant; and
  3. As far as possible, explain your points with illustrations and examples.

We encourage comments by email as they will reach us faster and speed up the process of consideration. All submissions should be made on or before 5.00pm, 21 July 2009.

We regret that we will not be able to separately address or acknowledge every single comment we receive. However, we will consolidate and publish a summary of the key comments received, together with our responses, on this website following the close of the consultation exercise. The summary will not disclose the identity of person(s) providing the feedback.
