Inter-Ministry Cyber Wellness Steering Committee (ICSC) — Frequently Asked Questions
-
How much funding will external agencies receive? Is there a cap on funding for each project?
Each year, ICSC will provide up to $2 million to fund cyber wellness initiatives and projects. The amount of seed funding awarded by the ICSC depends on the extent of outreach, scalability, sustainability and merit of the proposal. There will be co-funding from the respective agencies. (see Section 2.12 of the application form).
-
Must the project for funding this year be completed by this year? If the project is one that stretches over a few years, would ICSC fund only the first year?
The project need not be completed within this year. If the project stretches over a few years, the project will be evaluated on a year-by-year basis to determine if continued funding should be provided.
-
Can several organisations collaborate to submit one proposal?
Yes. The ICSC encourages proposals that involve multiple partners as it indicates shared responsibility in the area of cyber wellness education.
-
Why is ICSC focusing on the two areas of mobile technology use and cyber bullying for this 2nd Call-for-Proposals?
Mobile technology use and cyber bullying are two critical areas that have been identified, in recognition of the popularity of mobile devices and their potential abuse. As such, ICSC would like to take proactive measures to encourage the responsible use of mobile and internet technologies. However, proposals in other areas are welcomed too.
-
What are the criteria of evaluation of proposals?
The proposals will be evaluated based on the following criteria as well as merit of the project.
- Clarity of approach;
- Feasibility of implementation;
- Reach and impact;
- Scabability
- Sustainability;
- Credence; and
- Fiscal prudence.
-
How much seed funding can I expect to obtain and are there areas which ICSC does not provide funding?
The amount of seed funding provided by the ICSC will depend on the amount requested for (see Section 2.12 of the application form) and the merit of the initiative. However, ICSC will not be funding the development or purchase of infrastructural and hardware setup and ongoing projects related to cyber wellness.
-
Do I have to submit progress reports. If so, how often?
You will be required to submit an interim report mid way through your project as a progress update. One month after your programme has been completed, a final evaluation report is to be submitted.

My previous proposal was not shortlisted, can I submit another proposal for the subsequent call-for-proposals?
