About the Inter-Ministry Cyber Wellness Steering Committee (ICSC)

The ICSC is an inter-ministry committee comprising representatives from the Ministry of Information, Communications and the Arts (MICA), Ministry of Education (MOE), the Ministry of Community Development, Youth and Sports (MCYS), Ministry of Defence (MINDEF), Ministry of Home Affairs (MHA), Infocomm Development Authority of Singapore (IDA) and Media Development Authority (MDA). The committee is co-chaired by MOE and MICA.

The committee was set up arising from one of the recommendation of the Advisory Council on the Impact of New Media on Society (AIMS),in their Dec 2008 report entitled “Engaging New Media: Challenging Old Assumptions”. One of AIMS’ key recommendations in relation to the protection of minors was to establish a dedicated coordinating agency as well as the provision of an annual budget to better promote cyber wellness.

At the Committee of Supplies 2009, RADM (NS) Lui Tuck Yew, the Acting Minister for MICA, announced that an Inter-Ministry taskforce on Cyber Wellness will be established, with funding of $10 million over the next five years. The Inter-Ministry Cyber Wellness Steering Committee (ICSC) will coordinate the Government’s efforts as well as work with the people-private sector organisations, to develop and implement a national strategy for Cyber Wellness public education in Singapore.
