Criteria for External Providers Applying to Offer Sexuality Education Programmes in Schools
MOE shall evaluate the applicant for appointment onto the panel of external providers for Sexuality Education programmes based on, but not limited to the following criteria:
A. External Provider
- Experience and track record of external provider in this area previously.
- In-depth knowledge on sexuality-related matters.
- External provider’s philosophy is aligned to MOE’s stand and policy positions on sexuality education.
- External provider does not preach their or any religious stand in the programmes that they conduct.
- External provider selects and prepares its trainers to deliver sexuality education programmes in schools effectively, and has in place an evaluation mechanism to ensure that each programme’s standards are not compromised.
B. Content of Proposed Sexuality Education Programme
- Content of the proposed programme is factually accurate and age-appropriate for the targeted group(s) of students in schools.
- Content of the proposed programme provides sufficient coverage of the specific topic found within the MOE’s sexuality education framework.
- Content of the proposed programme offered is not lewd or offensive to any ethnicity, gender or religion.
- Effective use of pedagogy to engage students, including opportunity for students to glean perspectives from their peers, acquire social and emotional skills to manage themselves and others in sexuality-related areas, and to reflect on their own experiences and thinking during the learning.
- Materials used are current, relevant and from reputable sources.
- The materials used must comply with MOE’s Policy Positions
Trainers
- Preferably have a bachelor’s degree.
- Have relevant working experience in the field of social services, health, education or counselling.
- Preferably with a minimum of 3 years’ experience in the conduct of one or more of the four areas of sexuality education namely
- Human Development
- Interpersonal Relationships
- Sexual Health and Behaviour and
- Societal Influences.
