The Enhanced Registration Framework

In order to be registered, PEIs must meet requirements in the following areas: name, premises, managers, Academic and Examination Boards, courses and teachers.

The application to register a PEI must be made by a manager of the PEI and submitted electronically via the Online Business Licensing Service (OBLS). Access to the OBLS system is via SingPass or CPF PAL PIN. For the convenience of PEIs, a series of Smart forms to capture information on premises and courses have been developed and available for download below. Once completed, the Smart forms can be submitted as attachments via OBLS.

In some cases, where signatures of the managers are required, PEIs will be asked to fill in hardcopy forms. Although the PEI will be allowed to attach a scanned copy of the hardcopy form via OBLS, the original forms will have to be submitted by post or handed over to the inspectors during site inspection as stipulated in the specific form itself.

Please note that applications which are incomplete, or are not accompanied by the payment due, will be rejected.

All mails should include a cover note specifying the PEI’s name, the OBLS application number, the contact person and his number(s) and email.

Footnotes:

  1. The CPE may waive any PEI from certain registration requirements. The ‘Waiver Form’ must be accompanied by relevant documents to substantiate the application. The completed form and documents should be submitted via the OBLS together with the application to register a PEI. Each application for waiver will be reviewed on a case-by-case basis.
